Abstract
Legal entity state has various organs. Differences between state organs, revealthe diversity of the state functions also.The principle of separation of powers, that containing the separation of legislative,executive and judicial functions of state, developed in the West dependingon the political philosophy of 17. and 18. century, and it aims to protect fundamentalrights and freedoms in general. In this study, it is examined that how theemergences of the state functions with a philosophical perspective.

Devlet tüzel kişiliğinin değişik organları vardır. Devlet organlarının farklılığı,devlet fonksiyonlarının da farklılığını ortaya çıkarmaktadır.Yasama, yürütme ve yargı fonksiyonlarının ayrı olmasını içeren kuvvetler ayrılığıilkesi, Batı'da 17. ve 18. yüzyıl siyaset felsefesine bağlı olarak gelişmiş olup, genelanlamda temel hak ve hürriyetleri korumayı amaçlamaktadır. Bu çalışmadadevletin fonksiyonlarının nasıl ortaya çıktığı felsefi bir bakış açısıyla incelenmektedir.
