Applications and impacts of direct income support in Turkish Republic of Northern Cyprus

Abstract

Agricultural production has a significant share in TRNC economy and with respect to agriculture, the TRNC had a long tradition of sectoral support by different ways. The main reason for carrying out this study was to investigate the effects of Direct Income Support (DIS) system, which was introduced in 2003, on farmers in TRNC. The main material was collected with a questionnaire from randomly selected 120 farmers. The TRNC cabinet has approved 22 billion TL. direct income aid package for producers, and almost all of the aid (21.5 billion) had distributed to producers in 2003. With Direct Income Support system, farmers bought production inputs in cash and paid low interests on credits. To get benefit from DIS system, farmers provided all information about their land and crop pattern to the Ministry of Agriculture and Forestry.

Özet

Tarım sektörü KKTC'nin ekonomisinde önemli bir paya sahiptir ve çeşitli yöntemlerle, uzun yıllardır tarım sektörüne destek verilmektedir. Bu çalışmanın amacı KKTC'nde 2003 yılında uygulamaya konulan Doğrudan Gelir Desteği (DGD) sisteminin üreticiler üzerindeki etkilerini incelemektir. Çalışmada 120 üreticiden anket yolu ile toplanan veriler değerlendirilmiştir. KKTC'nde 2003 yılı için Doğrudan Gelir Desteği miktarı 22 trilyon TL olarak öngörülmüş ve hemen hemen tamamı (21.5 trilyon) üreticilere ödenmiştir. Doğrudan Gelir Desteği uygulaması üreticilerin üretim girdilerini peşin alabilmelerini ve kredi faiz yükünün azalmasını sağlamıştır. Üreticiler DGD'nden yararlanabilmek için arazi ve ürün deseni ile ilgili bilgileri Tarım ve Orman Bakanlığına ulaştırmışlardır.
