A historical re-evaluation on the rise and development of social policy tradition in academia in Turkey

Türkiye'de akademide sosyal politika geleneğinin doğuşu ve gelişimi üzerine tarihsel bir yeniden değerlendirme

Abstract

"Social policy" is becoming increasingly common and apopular discipline in universities and other academic platforms inTurkey. Labour Economics and Industrial Relations Departmentswhich have been the main development platform for the idea ofsocial policy until recently as well as academics from differentdisciplines such as sociology and political science contribute to thisprocess with research, publications and other activities related to thefield. Another development is the emergence of some differentopinions concerning the rise and development of the idea of socialpolicy in Turkey. Until now, the existence of two main lines in theformation of the tradition of social policy in Turkey was considered.Accordingly, Gerhard Kessler launched the first line in Istanbul in1930s; the second line led by Cahit Talas was added to this line inAnkara in the 1950s. In this article, we are mainly examining somenew and different interpretations which construct the tradition andprecursors of social policy in Turkey in different formats. Ourevaluations based on the contributions to the field of the academicswho are the precursors and followers of the tradition reveal thatassumptions made so far are accurate. However we consider that ourknowledge about this tradition and its creators is insufficient and weemphasize the need for further study in this field.

Sosyal politika Türkiyede üniversitelerde ve diğer akademikplatformlarda giderek yaygınlaşmakta ve popüler bir disiplin halinegelmektedir. Bu sürece, yakın tarihlere kadar sosyal politikadisiplininin esas gelişme platformu olan Çalışma Ekonomisi veEndüstri İlişkileri bölümlerinin yanı sıra; sosyoloji, siyaset bilimi gibideğişik disiplinlerden gelen akademisyenler de alana ilişkin araştırma,yayın ve diğer etkinlikleriyle katkıda bulunmaktadırlar. Bir diğergelişme ise Türkiyede sosyal politika düşüncesinin doğuş vegelişimine ilişkin bazı farklı görüşlerin ortaya çıkmış olmasıdır.Bugüne kadar Türkiyede sosyal politika geleneğinin oluşumunda ikiana çizginin varlığı kabul edilirdi. Buna göre, birinci çizgiyi 1930lardaİstanbulda Gerhard Kessler başlatmış, bu çizgiye 1950li yıllardaAnkarada Cahit Talasın öncülük ettiği ikinci çizgi eklenmişti. Buyazımızda esas olarak, Türkiyede sosyal politika geleneğini veöncülerini farklı biçimde kurgulayan bazı yeni ve farklı yorumlarıinceleme konusu yapıyoruz. Geleneğin öncüsü ve sürdürücüsüakademisyenlerin alana katkılarından hareket ederek yapmışolduğumuz değerlendirmeler, bugüne kadarki kabullerin isabetliolduğunu ortaya koymaktadır. Buna karşılık, bu gelenek veoluşturucuları konusundaki bilgimizi yetersiz görüyor ve bu konudadaha çok çalışma yapmanın gerekirliğini vurguluyoruz.
