E-Government at the Neighbourhood Level: An Example of Konyaaltı District of Antalya Province

Abstract

The study primarly examines the process of transition to e-Government and the transformation in public administration, the notion of e-Government and e-Government practices in Turkey. The administrative transformation of village and neighborhood headmen in Turkey in the first quarter of the 21st century is briefly explained and the digital dimension of this transformation in the local administration system is further analyzed through e-Government platforms of Headmenship Information Center and Headman Information System. Based on the above structure, the focus of this study consists of surveys conducted with headmen from Konyaaltı district of Antalya province as well as findigs and evaluations derived from these surveys.

Özet

Çalışmada öncelikle e-Devlete geçiş süreci ile kamu yönetiminde yaşanan dönüşüme, e-Devlet kavramına ve Türkiye’de e-Devlet uygulamalarına ilişkin bilgilere yer verilmiştir. Ardından Türkiye’de köy ve mahalle muhtarlığının 21. y.y.’ın ilk çeyreğinde geçirmiş olduğu yönetsel dönüşüm özetle açıklanmış ve yerel yönetim sistematiğindeki bu dönüşümün dijital boyutu bir e-Devlet uygulaması olan Muhtarlık Bilgi Merkezi ve Muhtar Bilgi Sistemi üzerinden açıklanmıştır. Çalışmanın odak noktasını da bu kurguya yönelik olarak, Antalya ili Konyaaltı ilçesinde muhtarlarla yapılan anket çalışması ve sonucunda elde edilen bulgulara yönelik değerlendirmeler oluşturmaktadır.
