A Solution Suggestion to the Problems Caused by Climate Change: Sponge City

Abstract
The history of the city can be traced back to the times when human beings lived in a certain geographical area within the framework of regular and systematic rules. In the historical process, especially after the Industrial Revolution, the technological, economic and sociological change and transformation process has caused the waves of migration from rural to urban to accelerate and new cities to be built. Population growth in cities has revealed various problems such as infrastructure and unplanned urbanization. The aforementioned urban problems triggered global warming and climate change due to the fact that after the Industrial Revolution, businesses intensified their fabrication systems within the framework of the profit motive and started to meet their energy needs with fossil fuels and started to be a global threat to the world since the beginning of the 19th century. Flood disasters are one of the biggest problems caused by climate change in urban areas. Today, various policies have been started to be formed in order to reduce the negative effects of flood disasters in urban areas and to use water power positively, both in the world and in our country. One of the most important of these policies is the sponge city concept. In this context, the sponge city applications in China, Germany and Turkey were examined in this study and it was seen that the sponge city applications applied in our country should be developed in terms of both legal regulations and cooperation between responsible actors.
Özet
Kent tarihi insanoğlunun belirli bir coğrafi alanda düzenli ve sistematik kurallar çerçevesinde yaşadığı devirlere kadar götürülebilmektedir. Tarihsel süreçte, özellikle Sanayi Devrimi sonrasında, yaşanan teknolojik, ekonomik ve sosyolojik değişim ve dönüşüm süreci kırdan kente göç dalgalarının hız kazanmasına ve yeni kentlerin inşa edilmesine neden olmuştur. Kentlerdeki nüfus artışı, altyapı ve çarpık kentleşme gibi çeşitli sorunları ortaya çıkarmıştır. Söz konusu kentsel sorunlara, Sanayi Devrimi sonrasında işletmelerin kar etme güdüsü çerçevesinde fabrikasyon sistemlerini yoğunlaştırmaları ve işletmelerde oluşan enerji ihtiyaçlarını fosil yakıtlarla karşılamaya başlamaları sebebiyle küresel ısınma ve iklim değişikliğini tetiklemiş ve 19. yüzyılın başından itibaren dünya için küresel bir tehdit olmaya başlamıştır. İklim değişikliğinin kentsel alanlarda ortaya çıkarmış olduğu en büyük sorunların başında sel felaketleri gelmektedir. Günümüzde gerek dünyada gerek de ülkemizde sel felaketlerinin kentsel alanlardaki olumsuz etkilerini azaltmak ve su gücünü olumlu yönde kullanabilmek maksadıyla çeşitli politikalar oluşturulmaya başlanmıştır. Bu politikaların en önemlilerinden birini de sünger kent (sponge city) anlayışı oluşturmaktadır. Bu kapsamda çalışmada sünger kent uygulamaları Çin, Almanya ve Türkiye özelinde incelenmiş ve ülkemizde uygulanmakta olan sünger kent uygulamalarının gerek hukuksal düzenlemeler gerek de sorumlu aktörler arasındaki işbirliği noktasında geliştirilmesi gerektiği görülmüştür.
