Abstract
Iceland is a parliamentary republic under its constitution adopted in 1944. Being a unitary state, it is organized into central government and local governments. The duties and responsibilities of local governments are carried out by autonomous municipalities. The most important duties and responsibilities are to provide education and social services. Iceland adopted The European Charter of Local Self-Government in 1991. Therefore, the municipalities have been given the authority to impose taxes at the local level and they have been strengthened both politically and economically. Broad administrative and financial powers contribute to both development of local democracy and effective service delivery. The study aims to analyze structural, functional and financial aspects of Icelandic local governments
Özet
İzlanda, 1944 yılında kabul edilen Anayasa’sı uyarınca bir Parlamenter Cumhuriyettir. Üniter bir devlet olan İzlanda, merkezi yönetim ve yerel yönetimler olarak örgütlenmiştir. Yerel yönetimlerin görev ve sorumlulukları özerk belediyeler tarafından yürütülmektedir. Belediyelerin en önemli görev ve sorumlulukları eğitim ve sosyal hizmet sağlamaktır. İzlanda, Avrupa Yerel Yönetimler Özerklik Şartı’nı 1991 yılında kabul etmiştir. Bu doğrultuda, belediyelere yerel düzeyde vergi koyma yetkisi verilerek, hem siyasal hem de ekonomik anlamda güçlendirme yoluna gidilmiştir. Belediyelere sağlanan geniş idari ve mali yetkiler hem yerel demokrasinin gelişmesine hem de etkin hizmet sunumuna katkıda bulunmaktadır. Bu çalışma, İzlanda yerel yönetimlerini yapısal, işlevsel ve finansal açıdan çeşitli yönleri ile analiz etmeyi amaç edinmektedir.
