Comprasion of Social(ist) Municipalism Practices: The Case of Turkey and Sweden

Abstract
After the Industrial Revolution an urban political movement called social(ist) municipalism emerged in England. In the 20th century, with the cooperation between central and local governments, Sweden has been one of the leading country in the implementation of social(ist) municipal policies. On the other hand, in Turkey social(ist) municipalism began to be discussed in 1970s, but with the effect of the military coup of September 12, 1980, neo-liberal municipalism dominated Turkish municipal system. This study aims to compare Turkish and Swedish municipal structures on behalf of social(ist) municipalism. Within the scope of the study, first of all, the historical development of the Turkish and Swedish municipal systems and socialist municipal practices were explained. Then, the social(ist) municipal policies of both countries analyzed comparatively in terms of political and social developments and legal constraints. As a result it can be evaluated that the social(ist) municipalism is a dominant characteristic feature of Sweden local government system while it can be only as a short term movement in Turkey.
Özet
Sanayi Devrimi sonrası İngiltere’de “toplumcu belediyecilik” olarak adlandırılan bir kentsel politik hareket ortaya çıkmıştır. 20.yy’da İsveç, merkezi ve yerel yönetimler arası iş birliğiyle toplumcu belediyecilik politikalarının uygulanmasında önde gelen ülkeler arasında yer almıştır. Diğer yandan, toplumcu belediyecilik anlayışı Türkiye’de 1970’li yıllarda tartışılmaya başlanmış, fakat 12 Eylül 1980 askeri darbesinin de etkisiyle belediyecilik anlayışında neo-liberal politikalar ön plana çıkmıştır. Bu çalışmanın amacı, toplumcu belediyecilik pratikleri bakımından Türkiye ve İsveç’in karşılaştırılmasıdır. Çalışma kapsamında, öncelikle Türk ve İsveç belediye sisteminin tarihi gelişimi ve toplumcu belediyecilik uygulamalarına yer verilmiştir. Ardından her iki ülkenin toplumcu belediyecilik politikaları; siyasal ve sosyal gelişmeler ile kanuni sınırlılıklar bakımından karşılaştırmalı bir şekilde analiz edilmiştir. Sonuç olarak toplumcu belediyecilik anlayışının İsveç belediyecilik sisteminde karakteristik bir özellik taşıdığı, buna karşın Türkiye’de ise kısa süreli bir hareket olarak değerlendirilebileceği tespit edilmiştir.
