The Evaluation of 100% Support the Education Project Commenced by Ministry of National Education

Milli Eğitim Bakanlığı Tarafından Başlatılan Eğitime %100 Destek Projesinin Değerlendirilmesi

Abstract

Most of the developed and developing countries have had the resource problem in education. To cope with this problem, a tendency to social contribution from government support has been observed. There are various attempts aiming to increase the public’s attention and contribution to education in our country as well. The evaluation of 100 % Support to Education Project, which is one of these attempt embarked by Ministry of Education (MoNE), comprises the aim of this study. To evaluate this project, the volunteers taking part in this project were asked to state their opinions. This study is a descriptive study and descriptive analysis was used. The opinions of the participants were collected through the semi-structured interview technique. The review of literature on the contribution of the society to education comprised the basis of this study in order to prepare the interview questions and analyze the collected data. Afterwards, some other encoding systems along with extra categories were comprised depending on the opinions of the volunteers. These categories and codes were classified again and interpreted accordingly. To sum up, it is seen that this project succeeded in increasing the contribution of society to education and a great amount of aid was raised this project.

Özet

Gelişmiş ve gelişmekte olan ülkelerin çoğunda eğitimde kaynak sorunu yaşanmaktadır. Bu sorunun aşılması için merkezi kaynaklardan toplum katkısı yönüne doğru bir eğilim olduğu görülmektedir. Türkiye’de de toplumun eğitime yönelik ilgisinin ve katkısının artırılmasına yönelik çeşitli girişimler yapılmaktadır. Milli Eğitim Bakanlığı (MEB) tarafından başlatılan Eğitime % 100 Destek Projesi, bu tür girişimlerden biri olarak nitelendirilebilir. Bu araştırmada, projenin değerlendirilmesi amacıyla Eğitime % 100 Destek Projesi kapsamında okul yaptıran gönüllülerin görüşleri alınmıştır. Araştırma, nitel araştırma yönteminin bir türü olan “betimsel analiz” tekniğine uygun olarak düzenlenmiştir. Eğitime % 100 Destek Projesi kapsamında eğitime katkı sağlayan gönüllülerin algıları, yarı-yapılandırılmış görüşme tekniği ile belirlenmeye çalışılmıştır. Görüşme sorularının hazırlanması ve toplanan verilerin analizi için, toplumun eğitime katkısı konusunu ele alan bir araştırma çatısı oluşturulmuştur. Toplanan verilerin gruplandırılması için ilk olarak, bir başlangıç kodlama sistemi hazırlanmıştır. Daha sonra, gönüllülerin görüşlerine dayalı olarak ek kategoriler ve kodlar oluşturulmuştur. Bu kategori ve kodlar yeniden gruplandırılarak yorumlanmıştır. Araştırma sonucunda Eğitime % 100 Destek Projesinin toplumun eğitime katkısını artırmada başarılı olduğu ve proje kapsamında yüksek miktarda yardımın sağlandığı görülmüştür.
