Osmanlının son dönemi ile Türkiye Cumhuriyetinin ilk dönemle- rinde yaşamış olan dil ve edebiyata önemli katkıları bulunan KilisliMuallim Rıfat Bilge (1874-1953), Türk dili, kültürü ve tarihininnâdir eserlerini ilim dünyasına kazandıran, önemli kurum ve kuru- luşlarda başta Arapça ve Farsça olmak üzere verdiği çeşitli ders- lerle Muallim ünvanını kazanan değerli bir âlimdir. Müellif, Arap dilive edebiyatıyla ilgili iki eser ve Türk dili ve Edebiyatı alanında on- larca eser telif ve tercüme etmiş, bazı önemli eserleri de tahkikederek kütüphanelerin tozlu raflarından indirmiştir. Rıfat Bilgeyeait olan Otuz Ders -Yâhud -Yeni Sarf-ı Arabî isimli eser, sarf ilmikonusunda önemli bir eser olduğu tarafımızdan tespit edilerek in- celenmesi uygun görülmüştür. Eser, sarf konularını ve bölümleriniörnek ve açıklamalarıyla birlikte 30 derste ortaya koymaya çalış- mıştır. Ayrıca farklı bir açıdan da müellif eserini mukaddime, birin- ci maksat (sülâsiler) ve ikinci maksat (sülâsî mezidler) olmak üze- re üç ana bölüm olarak tertip etmiştir.

Abstract

Kilisli Muallim Rıfat Bilge (1874-1953), is a valuable teacher ofthe late Ottoman and Republic of Turkey, he gave rare Works ofTurkish language, culture and history to the world of science. Hewon the title Muallim (teacher) by giving lectures, particularly, Ar- abic and Persian Lenguage in important institutions and organiza- tions. The author has wrote and translated two boks about ArabicLanguage and Literature and dozens of monuments abouth Turk- ish Language and Literature and even he has put downed, someof the important monuments from dusty shelves of libraries by in- vestigating them. He has proven himself in Language, Literatureand History of the Turks. İt is identified and was deemed appro- prite by us to examinate the study which is belong to Rıfat Bilgeas named Thirty lectures The New Arabic Accidence , is an im- portant work in Arabic Accidence Science . The study is tried toput forward the topics and parts of Arabic Accidence with their ex- amples and explanations in 30 lectures. Also the writer has orga- nized his study in three main sections; introduction, the first pur- pose (the three lettered radical verbs), the second purpose (thethree lettered additional verbs)
