Need for Change in Motor Vehicle Tax: A Model Proposal for Turkey

MOTORLU TAŞITLAR VERGİSİNDE DEĞİŞİM İHTİYACI: TÜRKİYE İÇİN BİR MODEL ÖNERİSİ*

Abstract

Motor Vehicles Tax (MVT) which has been addressed in wealth tax until today is started to be evaluated within the scope of environment tax especially in European countries with the increasing importance of environment. MVT which is adopted in Turkey is criticized because it does not comply with some taxation principles and also it ignores the environment. The purpose of this study is to reveal the problems created by current MVT system and to propose a new model for Turkey. To that end firstly the concept of MVT is addressed and implementation in European Union (EU) member states is examined. After that MVT which is adopted in Turkey is assessed and compared to EU, and a new MVT model is proposed for Turkey. In this context, the study concludes that it is not exactly proper to asses MVT in the context of wealth tax and it is required to be transformed a structure which regard for environment in conformity with the changing world conditions.

Özet

Günümüze kadar servet vergileri içerisinde ele alınan motorlu taşıtlar vergisi (MTV), çevrenin öneminin artmasıyla birlikte, özellikle Avrupa Birliği (AB) ülkelerinde, çevre vergisi kapsamında değerlendirilmeye başlanmıştır. Türkiyede uygulanan MTV, bazı vergileme ilkeleri ile bağdaşmaması ve çevreyi göz ardı etmesi nedeniyle eleştiri konusu olmaktadır. Bu çalışmanın amacı, mevcut MTV sisteminin yarattığı sorunları ortaya koymak ve Türkiye için bir model önerisinde bulunmaktır. Bu amaçla çalışmada öncelikli olarak MTV kavramından bahsedilmiş ve ABdeki ülke uygulamaları incelenmiştir. Daha sonra ise Türkiyede uygulanan MTV değerlendirilerek AB ile karşılaştırılmış ve Türkiye için bir MTV model önerisi geliştirilmiştir. Bu bağlamda çalışmada Türkiyede mevcut MTVnin servet vergisi kapsamında değerlendirilmesinin tam anlamıyla doğru olmadığı, değişen dünya şartlarına uygun olarak çevreyi dikkate alan bir yapıya dönüştürülmesi gerektiği sonucuna varılmıştır.
