On The Rural Reasons of The Urban Poverty in Turkey and Solution Proposals

TÜRKİYE'DE KENTSEL YOKSULLUĞUN KIRSAL NEDENLERİ VE ÇÖZÜM ÖNERİLERİ ÜZERİNE*

Abstract

This paper aims to explore the relationship between rural and urban poverty in Turkey. Within this framework, it is aimed to explore rural and urban poverty, the migration from rural areas to urban areas, the reasons, consequences and problems of this migration. The paper argues that the transition from rural poverty to urban poverty and then to increase in social aid spending has become a vicious circle particularly in Turkey. The paper ends up with a brief evaluation of solutions for that problem.

Özet

Bu çalışma, Türkiyedeki kırsal ve kentsel yoksulluk arasındaki ilişkiyi sorgulamayı amaçlamaktadır. Bu çerçevede, kırsal ve kentsel yoksulluk, kırsal alanlardan kentsel alanlara olan göç, bu göçün nedenleri, sonuçları ve ortaya çıkan sorunlar üzerinde durulmaktadır. Çalışmada yapılacak vurgulardan birisi de kırsal yoksulluktan kentsel yoksulluğa geçişle birlikte sosyal yardım harcamalarının artması ve bunun Türkiyedeki yoksulluğu süreğen hale getiren kısır döngüye olan katkısıdır. Çalışma bu kısır döngünün kırılmasına yönelik bazı çözüm önerileriyle son bulmaktadır.
