Comparison of Ottoman and Japanese Economic Thoughts in the 19th Century

Abstract
In 19th century, the Classical school was arguing that with free trade countries can develop more quickly. German Historical School was opposing those views about free trade. This new school was arguing that universal laws of economics were impossible, therefore economic thought will varry according to the economic conditions of each country. According to the German Historical School states should be at the center of the economy and should regulate economic activity. There are large similarities between the economic thoughts of Ottomans and Japanese in the 19th century. Both countries implemented liberal economic policies for a long period of time during their modernization movements. However, both countries had noticed that free trade policies were not suitable for their economic conditions. Therefore, both countries had chosen national economy model with the influnce of German Historical School. Both countries thought that for economic independence and fastest industrialization, national economy model is the most suitable model
Özet
19. yüzyılda İngiltere merkezli Klasik iktisat düşüncesi serbest ticaret ilkesiyle ülkelerin hızlı bir şekilde sanayileşebileceğini ileri sürüyordu. Alman Tarihçi Okulu ise bu görüşlere karşı çıkıyordu. Bu yeni okul evrensel iktisat kanunlarının olamayacağını, iktisat düşüncesinin her ülkenin somut koşullarına göre değişebileceğini ileri sürüyordu. Alman Tarihçi Okuluna göre devlet ekonominin merkezinde yer almalı, iktisadi faaliyetleri düzenlemeliydi. Bu çalışmada tarihsel yöntem uygulanmış, yapılan tarihsel analiz ile 19. yüzyıl Osmanlı ve Japon iktisat düşüncesindeki büyük benzerlikler gösterilmeye çalışılmıştır. Çalışmada her iki ülkenin de modernleşme hareketleri sonucunda liberal iktisat politikalarını uzunca bir süre uyguladıkları vurgulanmıştır. Ancak, zamanla her iki ülkenin de Batı medeniyetini daha iyi tanıyabildikleri, serbest ticaret politikalarının kendi koşullarına göre olmadığını fark ettikleri anlatılmıştır. Her iki ülkede de ekonomik bağımsızlık ve hızlı sanayileşmek için milli iktisat modelinin daha uygun olduğu düşünülmüştür. Dolayısıyla her iki ülkede de 19. yüzyılın sonlarında Alman Tarihçi Okulunun etkileriyle korumacı politikalara, yani milli iktisat modeline geçiş yapılmıştır
