The Activities of Harisiyos Vamvakas in the Ottoman Chamber of Deputies.

Abstract

Deputies from different elements of the Ottoman society gathered at the Chamber ofDeputies (Meclis-i Mebusan) which was reassembled in 1908. However, instead ofstriving for the sake of the Otoman state, those deputies mostly served for the interestsof the nation they belong to due to the ongoing dissolution of the Empire and the lost spirit of Ottomanism. Harisiyos Vamvakas, a Greek deputy, could be considered as anexample to the referred situation. Vamvakas, lawyer, the deputy of Kozani and Servia between February 1909 andSeptember 1912 was one of the most energetic Greek deputies that he earned thePatriarch Joachim III s sympathy as the sincere defender of the interests of the Greekcommunity with his character and intelligence during the time he spent in İstanbul.Moreover, he served as the chief of the Greek deputy group at the Chamber. Eventhough his speeches at the Chamber come across a pro-Ottoman state he generallyacted for the sake of the Greek community under Otoman rule and particularly theinterests of Helenism. Besides he continued to serve for Greece in various positions atthe rest of his life.

Özet

1908de yeniden açılmasıyla birlikte, Osmanlı toplumunu oluşturan çeşitli unsurlara aitmilletvekilleri Meclisi Mebusân çatısı altında yerlerini almışlardır. Ancak OsmanlıDevleti zaten içten içe çökmeye başladığından ve Osmanlıcılık ruhu yitirilmeye yüztuttuğundan dolayı, çeşitli unsurları temsilen Meclisi Mebusânda bulunan bumilletvekilleri çoğu kez Osmanlı Devleti adına çaba göstermek yerine, ait olduklarıcemaatlerin menfaatlerini korumaya yönelik bir etkinlik ortaya koymuşlardır. Budurumu resmetmek adına bir Rum milletvekili olan Harisiyos Vamvakas, tarafımızdanörnek olarak seçilmiştir.Osmanlı Meclisi Mebusânında 1909 Şubatından 1912 Eylülüne kadar Serfice veKozani milletvekili olarak bulunmuş olan Harisiyos Vamvakas, Rum milletvekilleriiçinde en aktif olanlardan biridir. Hukukçu olan Vamvakasın İstanbulda bulunduğudönemde Rum cemaatinin çıkarlarının içten savunucusu olduğu, karakteri vezekâsıyla Patrik III. Yuvahimin de sempatisini kazandığı, hatta Meclisi MebusândakiRum milletvekili grubunun idare eden beyni olduğu ifade edilmektedir. MeclisiMebusândaki söylemlerine bakıldığında Osmanlı Devleti için çabalar izlenimi verse de,esasen Osmanlı İdaresi altındaki Rumların ve daha genel olarak Helenizmin çıkarlarınıkorumaya dönük bir etkinlik ortaya koymuştur. Kaldı ki hayatının ilerleyen sürecinde deçeşitli kademelerde Yunanistan için hizmet etmeye devam etmiştir.
