Political Reflections of Karl Müller s Report on an Establishment of a Central Bank in Turkey

Abstract

Central Banks have significant role in finance of modernization processes. Following the triumph in Turkish National Struggle, the founders of the country comprehended the need to establish a central bank in order to overcome the financial problems experienced in industrial development, railway construction and defence requirements as well. As an expression of this will, some renowned finance experts were consulted to study the requirements and conditions of an establishment of a central bank before the law penned on June 11st, 1930 numbered 1715. Germany Central Bank Deputy Chief Karl Müller was one of those experts. Müller, in his report which he sent to Turkey, stated the need to reduce the expenditures in industry, railway and national defence and contrarily to increase in the proportion of allocations of agriculture. He also advised the protection of agricultural identity of the country quoting that the establishment of the Central Bank would be possible under the circumstance of the merchandise trade surplus. Müller s report was given place in the national press on the days when The Free Republican Party was founded. The report which clashed with the strong wish of the board of founders and the economic circumstances was attracted by the opposition parties. Some discussions in the parliament and press debates were carried out on the report. This study aims to introduce those debates on Müller s report and its repercussions.

Özet

Merkez bankaları modernleşme süreçlerinin finansmanında önemli roller üstlenmişlerdir. Milli Mücadelenin zaferle neticelenmesinin ardından, kurucu kadro, sanayi, demiryolları ve milli savunmaya yönelik alanlarda karşılaştığı finansman sorunlarını aşabilmek için, milli bir merkez bankası kurma ihtiyacını duymuştur. Bu arzunun ifadesi olan 11 Haziran 1930 tarih ve 1715 sayılı yasa kaleme alınmadan önce, uluslararası şöhrete sahip bazı maliye uzmanlarından, Türkiyede merkez bankasının kuruluş şartlarının araştırılması istenmiştir. Almanya Merkez Bankası Başkan Yardımcısı Karl Müller de bu uzmanlardan birisidir. Müller, 1929un son günlerinde Türkiyeye gönderdiği raporunda, sanayi, demiryolları ve milli savunma harcamalarının kısılıp, ziraata ayrılan payların artırılması gerektiğini; tarım ülkesi kimliğinin muhafaza edilerek dış ticarette fazla verildiği günlerde bir merkez bankası kurma düşüncesinin hayata geçirilebileceğini söylemiştir. Müller raporu, Serbest Cumhuriyet Fırkasının kurulduğu günlerde, basının gündemine taşınmıştır. Kurucu kadronun özlemlerini ve dönem Türkiyesinin iktisadi koşullarını dikkate almayan rapor, muhalif kesimlerin beğenisiyle karşılaşmıştır. TBMM müzakerelerinde ve basında rapor etrafında tartışmalar yaşanmıştır.
