British Intervention in the Turkish Cypriot Education (1920-1935)

Abstract
This study analyzes the changes in the education administration the Turkish Cypriot community went through between 1920 and 1935. These changes were introduced by the Colonial Government in Cyprus established by the British Empire. The Colonial Government strove to create a social structure compatible with the policies of the British Empire through the education acts enacted in 1920, 1929 and 1933, respectively. In this regard, some Turkish Cypriot community representatives were discharged from the committees and institutions of education. English teaching in the schools was generalised. Except for visuals, chants, celebrations and posters symbolising the British Empire, no item evoking the national identity was allowed to be displayed in the schools. The curricula of courses such as history and geography were modified by the Colonial Government with the aim of shifting the focus away from Turkey-centered history perception. On the other hand, the Greek Cypriots revolted against the Colonial Government in 1931 in line with Enosis targets. The political goals and riot of the Greek Cypriots paved the ground for the Colonial Government to legitimize its practices based on the legislation. The Turkish Cypriots had no involvement whatsoever in the riot. However, they were the mostly affected community by the measures imposed by the Government in the field of education after the riot. Subsequent to suppression of the riot, the Colonial Government established its dominance on education step by step. Some legislation was enacted to negate the Turkey’s influence across the island. Some practices were put into force to break off the tie between Turkey and the Turkish Cypriots. In this context, Turkish Cypriots’ practice of bringing teachers and textbooks from Turkey was prohibited by the Colonial Government. The administration of Turkish Cypriot High School and Victoria Girls’ School was handed over to the British managers. As a result, in 1930’s, the foundations of creating imperial citizen identity interested in Great Britain were laid by the Colonial Government in Turkish Cypriot education by intensifying the effect of British ideals and values on education. Consequently, the Victoria Girls’ School ensured involvement of women in the future of the island, with the education delivered to the Turkish Cypriot women despite all impossibilities.

Bu çalışma, Kıbrıs Türk Toplumu’nun 1920-1935 yılları arasında Eğitim-Öğretimidaresinde geçirdiği değişiklikleri içermektedir. Bu değişiklikler Britanyaimparatorluğunun Kıbrıs’ta kurduğu Sömürge Hükümeti tarafından gerçekleştirildi.Hükümet 1920, 1929 ve 1933 yıllarında Eğitim-Öğretim alanında çıkardığı yasalarla,Britanya İmparatorluk politikasına uygun bir toplum yapısı oluşturmaya çalıştı. Bubağlamda bazı Kıbrıs Türk toplumu temsilcilerinin eğitim kurum ve kurullarındantasfiyesi gerçekleştirildi. Okullarda İngilizce eğitimi yaygınlaştırıldı. Britanyaİmparatorluğu’na ait görseller, marşlar, kutlamalar ve posterlerin dışında hiçbir millîöğenin temsiline müsaade edilmedi. Tarih ve coğrafya gibi derslerin eğitimprogramlarında değişiklikler yapılarak Türkiye merkezli tarih algısı değiştirilmeye çalışıldı.Diğer yandan Rumlar 1931 yılında Enosis hedefleri doğrultusunda isyan başlattılar. Rumtarafının politik hedefleri ve isyanı Britanya’nın Sömürge Hükümeti’nin yasa temellifaaliyetlerini meşrulaştırması için zemin oluşturdu. Kıbrıslı Türkler, herhangi bir şekildeisyana dahil olmadılar. Ancak isyan sonrası eğitim alanında alınan hükümettedbirlerinden en fazla etkilenen toplum oldular. İsyanın bastırılmasından sonrahükümet adım adım ilerleyerek nüfuzunu tesis etti. Türkiye’nin etkisini kıracakdüzenlemeler yaptı. Türkiye ve Kıbrıslı Türklerin arasındaki bağı koparmayı hedefleyenuygulamalar gerçekleştirdi. Türkiye’den kitap ve öğretmen getirilmesi yasakladı. KıbrısTürk Lisesi ve Viktorya İslam İnas Sanayi Mektebinin idaresi İngiliz müdürlere verdi.Sonuç olarak, 1930’lu yıllara gelindiğinde, Britanya idealleri ve değerlerinin eğitimdekietkisi arttırılarak, Kıbrıs Türk Eğitiminde Britanya’ya ilgi duyacak emperyal vatandaşkimliği oluşturma amaçlı temeller atıldı.Sonuç olarak Viktorya Kız Okulu Kıbrıs Türk kadınına tüm imkânsızlıklara karşınverdiği eğitim ile adanın geleceğinde kadınların da yer almasını sağlamıştır.
