Abstract

The Soviet Union, one of the two most powerful States in World War II together with the USA after the end of the war, have made a number of demands on Turkey. It started to put pressure on Turkey, especially about the Straits. In the face of this attitude of the Soviets, Turkey was in search for an ally from the West. In this quest, the United States emerged as the country where could be an ally. While efforts were made to build relationships with the USA on one hand, it was sought to establish democracy in Turkey through multi-party-life because of various foreign policy concerns in Turkey by multiparty life on the other hand. The Republican People’s Party (CHP) observed that the Democratic Party (DP), which was established on January 6, 1946 after transition to multiparty system, gathered supporters quickly, thus wished to secure its government for further four years by scheduling the elections to 1 year earlier. DP could not be organized in whole country, because the general elections were only 6 months after its establishment. The organization of the party in Ayvalık was completed in May. In this respect, the election campaigns for the DP organization in Ayvalik were much more difficult. Despite the transition to a multi-party system, anti-democratic clauses in the Election Law and the attitudes of administrators dishonoured the General Elections of 1946. In Ayvalık, discussions were made in parallel with the rest of the country; the DP organization in Ayvalik claimed that there was cheating in the elections and that it was against the Election Law; CHP asserted in response that the elections were held in full honesty and fraternity. Similar events took place in the elections of the Provincial General Council after the general elections; the opposition blamed the government. Those experienced in Ayvalik both during General Elections of 1946 and the elections of the Provincial General Council constituted an example of Turkey's new political atmosphere.

II. Dünya Savaşı’nın sona ermesinin ardından Amerika ile birlikte savaştan en güçlüçıkan iki devletten biri olan Sovyetler Birliği, Türkiye’den birtakım taleplerde bulunmuş,Türkiye üzerinde özellikle Boğazlar konusunda baskı kurmaya başlamıştır. Türkiye,Sovyetlerin bu tutumu karşısında kendisine Batı’dan bir müttefik arayışına girmiştir. Buarayışta karşısına müttefik olabileceği ülke olarak Amerika çıkmıştır. Bir yandanAmerika ile ilişkiler kurmak için çaba harcanırken, diğer yandan çeşitli dış politikakaygılarıyla çok partili hayata geçilerek Türkiye’de demokrasi tesis edilmeye çalışılmıştır.Çok partili hayata geçişin ardından 6 Ocak 1946’da kurulan Demokrat Parti (DP)’ninhızla taraftar topladığını gören Cumhuriyet Halk Partisi (CHP), seçimleri bir yıl erkenealarak iktidarını dört yıl daha garantilemek istemiştir. Kuruluşuyla genel seçimlerarasında yalnızca 6 ay kadarlık bir zamanı olan DP’nin tüm ülkede örgütlenmesimümkün olamamıştır. Partinin Ayvalık’taki örgütlenmesi ise Mayıs ayına tekabületmektedir. Bu açıdan Ayvalık DP teşkilatı için seçim çalışmalarını yürütmek çok dahazor olmuştur.Her ne kadar çok partili hayata geçilmişse de Seçim Kanunu’ndaki antidemokratikmaddeler ve idarecilerin tutumları 1946 genel seçimlerine leke sürmüştür. Ayvalık’ta daülkenin geri kalanına paralel şekilde tartışmalar yaşanmış, Ayvalık DP teşkilatıseçimlerde hile yapıldığını ve Seçim Kanunu’na aykırı hareket edildiğini iddia etmiş, buna karşılık olarak CHP ise seçimlerin tam bir dürüstlük ve kardeşlik havasındagerçekleştiğini öne sürmüştür. Genel seçimlerden sonra yapılan İl Genel Meclisiseçimlerinde de benzer olaylar yaşanmış, muhalefet iktidarı suçlamıştır. Hem 1946 genelseçiminde hem de İl Genel Meclisi seçiminde Ayvalık’ta yaşananlar Türkiye’nin yenisiyasi havasının bir örneğini teşkil etmiştir.
