Music Policies within the Scope of the Relations between the Ruling and Opposition Parties during Transition to Multi-Party Life (1946-1950)

Abstract

By the end of the World War II, transition to multi-party life in Turkey got a pace up. However, together with this process, the relationship between politics and society has changed, culture that moves parallel with politics and the art of music, which is the most important practice area of culture, was also affected by this change. Music, which always existed in the background of the statist tradition in Turkey, and the official music policy of the State, which was in practice from the first years of the Republic, began to stretch since mid-1940s. This flexibility was mainly caused by two different reasons. The first is that the presence of the opposition began to appear in art and culture as well as in politics, and the second is that the music reform, which has not been placed on a solid ground and which is tried to be directed by the decisions of bureaucrats, could not be realized at the targeted level. After the Democrat Party got seats at the Turkish Grand National Assembly in 1946, discussions started to take place on music policies and their application pattern as well as political, economic and social issues. The focus of these discussions consisted of issues such as giving less space to Turkish Music on the state-affiliated radio and the situation of Turkish Music against Western Music. In this study, music policies in the process of transition to multi-party life, which is the beginning of a new period in Turkey, will be examined. Government programs, parliamentary minutes and press of the period will also be examined during the evaluation. Printed works on the subject will also be included. The aim of this study is to examine the music policies of the era and be a source for the following studies.

II. Dünya Savaşı’nın sona ermesiyle, Türkiye’de çok partili hayata geçiş sürecihızlanmıştır. Bu süreçle birlikte siyaset ve toplum arasındaki ilişki de değişmiş, siyasetle paralel çizgide ilerleyen kültür ve onun en önemli uygulama alanı olanmüzik sanatı da bu değişimden etkilenmiştir. Türkiye’de devletçi geleneğin arkaplanında hep var olan müzik ve Cumhuriyetin ilk yıllarında uygulamaya konulandevletin resmi müzik politikası, 1940’lı yılların ortalarından itibaren esnemeyebaşlamıştır. Bu esnekliğe temelde iki farklı durum neden olmuştur. Bunedenlerden ilki, muhalefetin varlığının siyasette olduğu kadar, sanat ve kültürhayatında da karşımıza çıkması, ikincisi ise zaten sağlam bir zemineoturtulamamış olan ve bürokratların kararlarıyla yönlendirilmeye çalışılan müzikinkılâbının hedeflenen düzeyde gerçekleştirilememiş olmasıdır. 1946 yılındaDemokrat Parti’nin Meclis’e girmesiyle siyasi, ekonomik ve toplumsal konularınyanı sıra müzik politikaları ve bu politikaların uygulanış biçimi konusunda datartışmalar yaşanmıştır. Tartışmaların odağı Türk Müziği’ne radyoda az yerverilmesi ve Türk Müziği’nin Batı Müziği karşısındaki durumu gibi konulardanoluşmuştur. Bu çalışmada Türkiye’de yeni bir dönemin başlangıcı olan çok partiliyaşama geçiş sürecindeki müzik politikaları incelenecektir. Değerlendirmeyapılırken hükûmet programları, TBMM tutanakları ve dönemin basını daincelenecektir. Ayrıca konu ile ilgili tetkik eserlere de yer verilecektir. Döneminmüzik politikaları ile ilgili ortaya konulacak olan tespitler ile daha sonra yapılacakolan araştırmalara katkı sağlanması amaçlanmıştır.
