An Example of Modernization in the Field of Health at the End of the 19th Century: Sivas Gureba Hospital Project

Abstract
Radical changes happened in the Ottoman health system throughout the 19th century and new hospitals were built towards the need in many parts of the country. According to the Ottoman archival documents, while some of the correspondences involving the construction and maintenance of Gureba Hospitals resulted in the establishment and operation of the hospitals, some others turned out to be futile attempts. There were no comprehensive studies other than Bezmi Alem Valide Sultan and Izmir Gureba Hospitals. However, there are correspondences in the Presidency of Republic of Turkey Directory of State Archives Ottoman Archives (BOA) funds related to the construction of a gureba hospital in Sivas. According to the records, it is understood that correspondences were exchanged for the construction of a gureba hospital as from the end of the19th century in Sivas, that its construction continued in the beginning of the 20th century and that a director was appointed to the hospital. This study investigates the construction and activities of Sivas Gureba Hospital in light of the PMOA documents and Sivas Court Registers.

19. Yüzyıl’da Osmanlı sağlık sisteminde köklü değişiklikler olmuş,memleketin pek çok yerinde gereksinime yönelik yeni hastaneler inşaedilmiştir. Osmanlı arşiv belgelerine göre gureba hastanelerinin kurulmasıve sürdürülmesine yönelik yazışmaların bazıları hastanenin kurulupfaaliyete geçmesiyle sonuçlanmışken, bazıları da akim kalmıştır. BezmiÂlem Valide Sultan ve İzmir Gureba Hastaneleri dışında konuyuaydınlatacak çapta ayrıntılı çalışmalar bulunmamakla birlikte T.C.Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivi (BOA)fonlarında Sivas’ta bir gureba hastanesi yapılmasına dair yazışmalarmevcuttur. Kayıtlara göre Sivas’ta 19. yüzyılın sonlarından itibaren birgureba hastanesi inşası için yazışmaların yapıldığı, inşaatının 20. Yüzyılınbaşlarında sürdüğü ve hastaneye bir müdür atandığı anlaşılmaktadır. Buçalışmada Sivas Gureba Hastanesi’nin mevcut BOA arşivi belgeleriyle SivasKadı Sicilleri ışığında kuruluşu ve faaliyetleri ele alınmaktadır.
