Abstract

Following the declaration of the 2nd constitutional monarchy in 1908, the Ottoman Empire initially went to war against Italy in Tripolis. Afterwards, the Balkan Wars against Bulgaria, Greece, Serbia and Montenegro broke out as the Turco-Italian war continued. During the Turco-Italian war, Italy occupied Rhodes and the Dodecanese islands in order to force the Ottoman Empire to make peace. According to the Treaty of Ouchy, which ended this war, Italy committed to give the occupied islands to the Ottoman Empire back in case of a total Ottoman withdraw from Tripoli. Nevertheless, when the Balkan war broke out, the Ottoman government allowed Italians to keep the occupied islands under her control until the end of the war in order to protect them against Greeks. Greece took over the rest of the Aegean islands through its more powerful navy than the Ottoman State. The situation of the islands became an issue of concern during the peace negotiations for the Balkan Wars. In these negotiations, the great powers took a stance in favor of Greece. Italy did not withdraw from the islands under her occupation asserting that the Ottoman Empire had not totally withdrawn from Tripoli. Babanzade Ismail Hakkı Bey, a columnist of the prominent newspaper Tanin, brought on the issue of islands and informed the public opinion on recent developments regarding the issue. Moreover, he tried to propose the Ottoman Government solutions for the settlement of the question. This article aims to explain Babanzade Ismail Hakkı Bey’s stance on the question of islands in the course of the Balkan Wars.

II. Meşrutiyetin ilanından sonra Osmanlı Devleti ilk olarak İtalya ile TrablusgarpSavaşı’nı, bu savaş daha bitmeden ikinci olarak da, Bulgaristan, Yunanistan,Sırbistan ve Karadağ’la Balkan Savaşlarını yapmıştır. Trablusgarp Savaşı’ndaİtalya, Osmanlı Devleti’ni barışa zorlamak amacıyla Rodos ve Oniki Ada’yı işgaletmiştir. Bu savaşı bitiren Uşi Antlaşması’na göre de, İtalya, Osmanlı DevletiTrablusgarp’tan tamamen çekildikten sonra söz konusu adaları iade edecektir.Ancak bu esnada Balkan Savaşı başlayınca, Osmanlı Devleti adaları Yunanistan’akarşı korumak amacıyla, İtalyan işgalinin savaş sonuna kadar devam etmesineizin vermiştir. Yunanistan ise Osmanlı Devleti’ne oranla daha güçlü olandonanması sayesinde Ege Denizi’ndeki diğer adaları ele geçirecektir. BalkanSavaşları’nı bitirmek için yapılan barış görüşmelerinde, adalar konusu da gündeme gelmiştir. Bu görüşmelerde büyük devletler, adaların Yunanistan’dakalmasına yönelik bir tavır sergilemiştir. İtalya ise Osmanlı Devleti’ninTrablusgarp’tan tam olarak ayrılmadığını bahane ederek işgal altında tuttuğuadalardan çekilmemiştir. Babanzade İsmail Hakkı Bey, Tanin gazetesinde adalarkonusunu gündeme getirerek, hem gelişmeleri kamuoyu ile paylaşmış hem demeselenin çözümünde Osmanlı Devleti’nin takip etmesi gereken yolugöstermeye çalışmıştır. Bu makalenin amacı; Balkan Savaşları esnasında AdalarMeselesi’ne Babanzade İsmail Hakkı Bey’in nasıl bir bakış açısı gösterdiğiniaktarmaktır.
