Abstract
This article evaluates the 31st March Incident, which is one of the most important developments in the recent history of the Ottoman Empire, through the eyes of Russian diplomats. In this article, the events, facts and determinations related to the subject, which are reflected in the reports, telegraphs and letters of Russian diplomats, such as Zinoviev, the Russian Ambassador to Istanbul, Petreyev, the Russian attaché in Macedonia, Protopopov, Russian Deputy Consul in Edirne, Kohmanskiy, the Russian Consul in Thessaloniki, Mantelştam, the second dragoman in Istanbul, Holmsen, military attaché of Russia in Istanbul are examined and the point of view of Russian diplomats, therefore Russian Foreign Affairs, to the 31st March Incident and the perception of the Ottomans in these days are aimed to be revealed.

Bu makalede Osmanlı İmparatorluğu’nun yakın tarihinin önemligelişmelerinden biri olan 31 Mart Vakası, Rus Diplomatların Gözüyledeğerlendirilmiştir. Makalede Rusya’nın İstanbul Büyükelçisi Zinovyev,Makedonya’da görev yapan ataşesi Petreyev, Edirne Rus Konsolosyardımcısı Protopopov, Selanik Rus Konsolosu Kohmanskiy, döneminİstanbul ikinci dragomanı Mantelştam, Rusya’nın İstanbul Askerî ataşesiHolmsen gibi Rus diplomatların rapor, telgraf ve mektuplarına yansımışolan konuya ilişkin olay, olgu ve tespitler ele alınarak Rus diplomatlarındolayısıyla Rus hariciyesinin 31 Mart Vakası’na bakış açısı ve olaylarınyaşandığı günlerdeki Osmanlı algısı ortaya konulmaya çalışılmıştır.
