Abstract
Relationships between people are either collision, coercion or harmony. The natural result of conflicts of interest is struggle and warfare. The harmony of interests is the peace. Peace and war are two diametrically opposed institutions. Peace is, in short, social order, security, respect for law and vested rights. It is the balance of community life. The struggle, the most grave of which is war, is anarchy, confusion, indecision and imbalance.
Özet
İnsanlar arasındaki ilişkiler ya çarpışma, zorlama veya uyumdur. Menfaat çarpışmalarının tabiî sonucu, mücadeledir, harptir. Menfaatlerin uyuşması ise sulhtur. Sulh (barış) ve harp (savaş) birbirine taban tabana zıt iki ayrı müessesedir. Barış kısaca sosyal düzendir, güvenliktir, hukuk ve kazanılmış haklara saygıdır. Toplum hayatında dengenin sağlanmasıdır. Mücadele, en vahimi olan harp ise anarşidir, karışıklıktır, kararsızlık ve dengesizliktir.
