In this regard, this article analyzes the relationship between İbnülemin Kemal İnal and the authors of nazires in Gülzâr-ı Nezâir, who were among the important poets and bureaucrats of the period. By dealing with the idea of creating encümen, this article will try to explain the social network of these nazire authors and the place where this network stands in the Ottoman literary traditions. Besides all these, some assessments about these nazires will be revealed and the function of these nazires in terms of the continuity of the Ottoman literary traditions and Encümen-i Şu’arâ will be examined.
