PRIME MINISTER ISMET PASHA'S TRAVEL TO SOVIET RUSSIA IN NATIONAL AND FOREIGN PRESS (APRIL 26-MAY 9, 1932)

Abstract
Prime Minister Ismet Pasha took a trip to Soviet Russia between April 26 and May 9, 1932, upon the invitation of the Soviet Foreign Commissioner, Litvinov. This trip included high-level face-toface meetings which were held for the first time between the two countries in Soviet lands, and it was emphasized that the regime difference should not prevent the development of bilateral relations while witnessing important developments in political, commercial, and economic fields. In this respect, Ismet Pasha's trip to Soviet Russia was an important threshold for the Turkish- Soviet friendship that started during the National Struggle and developed with the Turkish-Soviet Friendship and Neutrality Treaty dated 17 December 1925. This trip, which was a positive trip in terms of good enlightenment, strengthening of mutual trust and seeing the conditions of Soviet Russia as in the words of Ismet Pasha, was followed closely by the national and foreign press. The aim of the study was to contribute to the research conducted in this field by revealing how Ismet Pasha's trip to Soviet Russia was reflected in the national and foreign press, which issues were highlighted, and how they were conveyed to the public. This is because so far, the studies on the subject have generally focused on the developments experienced during the trip. However, the press constitutes a very important data source in terms of seeing how the events and developments were reflected to society and the world. For this reason, in the article, how travel was handled in the national and foreign press was examined, and the articles in the press were used in the creation of the study. In this study, in which one of the qualitative research techniques of document analysis was used, the news in the Turkish, British and American press were directly accessed. The news in the Soviet press was accessed through the Turkish press and archive documents, and the articles in the Greek and Bulgarian press were accessed through the reports sent by the Sofia and Athens Ambassadors for the news in the press releases of the countries they served.
Özet
1932 tarihleri arasında Sovyet Rusya’ya bir seyahat gerçekleştirmiştir. İki ülke arasında Sovyet topraklarında ilk kez üst düzeyde yüz yüze görüşmelerin yapıldığı ve rejim farkının ikili ilişkilerin gelişmesine engel olmaması gerektiği üzerinde durulduğu bu seyahat aynı zamanda siyasi, ticari ve iktisadi alanlarda da önemli gelişmelere sahne olmuştur. Bu bakımdan İsmet Paşa’nın Sovyet Rusya seyahati Milli Mücadele döneminde başlayan ve 17 Aralık 1925 tarihli Türk-Sovyet Dostluk ve Tarafsızlık Antlaşması’yla iyice gelişen Türk-Sovyet dostluğu açısından da önemli bir eşik özelliği taşımıştır. İsmet Paşa’nın ifadesiyle iyi bir aydınlanma, karşılıklı itimadın kuvvetlenmesi ve Sovyet Rusya’nın şartlarının görülmesi bakımından olumlu bir gezi niteliği taşıyan ve bölgede ses getiren bu seyahat ulusal ve dış basın tarafından da yakından takip edilmiştir. Çalışmanın amacı İsmet Paşa’nın Sovyet Rusya seyahatinin ulusal ve dış basına nasıl yansıdığını, hangi hususların ön plana çıkarıldığını ve kamuoyuna nasıl aktarıldığını ortaya koymak suretiyle bu alanda yapılmış olan araştırmalara katkı sağlamaktır. Çünkü şimdiye kadar konuyla ilgili ele alınan çalışmalarda genellikle seyahat esnasında yaşanan gelişmeler üzerinde durulmuştur. Fakat basın, yaşanan olayların ve gelişmelerin topluma ve dünyaya ne şekilde yansıtıldığını görme açısından çok önemli bir veri kaynağı teşkil etmektedir. Bu nedenle makalede seyahatin ulusal ve dış basında nasıl ele alındığı irdelenmiş ve çalışmanın oluşturulmasında basında yer alan yazılardan faydalanılmıştır. Nitel araştırma tekniklerinden doküman analizi tekniğinin kullanıldığı çalışmada Türk, İngiliz ve Amerikan basınında yer alan haberlere doğrudan ulaşılmıştır. Sovyet basınındaki haberlere Türk basını ve arşiv belgeleri üzerinden, Yunan ve Bulgar basınında kaleme alınan yazılara ise Sofya ve Atina büyükelçilerinin, seyahatle ilgili görev yaptıkları ülkelerin basın bültenlerinde yer alan haberlere yönelik göndermiş oldukları raporlar aracılığıyla ulaşım sağlanmıştır.
