A NEW BREATH FOR TURKISH-AMERICAN RELATIONS IN THE INTERWAR PERIOD: COOPERATION WITH CURTISS-WRIGHT COMPANY AND EFFORTS TO IMPROVE TURKISH AVIATION

Abstract

While the First World War was still going on, The Ottoman Empire-United States of America (US) Relations were interrupted indirectly due to the US’s declaration of war against Germany and couldn’t be settled for a long time after the war. Due to the disapproval of agreements signed between Turkish-American delegations during the Lausanne Negotiations, two states were refrained from advancing their relations through the official channel and for a certain period, only the efforts of well-known figures such as Admiral Bristol were attempted for the progress. Thanks to the note exchange [modus vivendi] in 1927, the current situation was partially resolved and with the appointment of the first ambassadors and subsequent diplomatic efforts, a new economic and political period started between the two states. The period which it is tried to establish positive relations with US, corresponds with the time that Turkey strive for improving military and civilian aviation capability. The search for goods and services in the aviation field, such as the supply of new aircraft and engines, the reorganization of airline transportation, led the eyes to move beyond the ocean in the context of rapidly developing relations, and the initiatives made the first fruit with the cooperation agreement between the Turkish Government and the American Curtiss-Wright Company. In accordance with the agreement dated November 23, 1931, a consensus was reached on the re-activation of the Kayseri Aircraft Factory under the supervision of American experts, the production and assembly of some aircraft ordered from the U.S in the factory, the examination of engine production possibilities in the country and the reorganization of airline transportation. During nearly seven years of cooperation with the Curtiss-Wright Company, 54 aircraft were included in the inventory, employees were provided with domestic/international training, and the foundations of civil air transport were laid. In this study, the cooperation with the Curtiss-Wright Company, which is mostly dealt with technically in the context of the development of the aerial war industry in the interwar period is examined in terms of the relations between the two countries in the same period, and a holistic perspective on the subject is tried to be revealed.

Birinci Dünya Savaşı henüz devam ederken, Amerika’nın, Almanya’ya savaş açması nedeniyle dolaylı olarak kesilen Osmanlı İmparatorluğu-Amerika Birleşik Devletleri (ABD) diplomatik ilişkileri, savaştan sonra da uzunca bir süre rayına oturtulamamıştır. Özellikle Lozan Müzakereleri esnasında Türk-Amerikan heyetleri arasında imzalanan antlaşmaların Amerikan Senatosu’nda onaylanmaması, iki devletin ilişkilerini resmi kanaldan geliştirebilme imkânına ket vururken belirli bir süre ancak Amiral Bristol gibi tanınmış şahsiyetlerin çabalarıyla yol alınmaya çalışılmıştır. Mevcut durum, 1927 yılındaki nota teatisi [modus vivendi] ile kısmen çözülürken, ilk büyükelçilerin atanması ve sonrasında gerçekleştirilen diplomatik çabalar, iki devlet arasında ekonomik ve siyasal alanda yeni bir sürecin başlamasına katkı sağlamıştır. ABD ile olumlu ilişkilerin kurulmaya çalışıldığı bu süreç, Türkiye’nin aynı zamanda askeri ve sivil havacılık kabiliyetini geliştirmeye çalıştığı bir döneme tekabül etmiştir. Yeni uçak ve motor temini, havayolu taşımacılığının yeniden düzenlenmesi gibi havacılık alanındaki mal ve hizmet arayışı, ilişkilerin hızla geliştiği bir süreçte gözlerin okyanus ötesine çevrilmesine yol açmış ve yapılan girişimler ilk meyvesini, Türk Hükümeti ile Amerikan Curtiss-Wright Şirketi arasında yapılan iş birliği anlaşması ile vermiştir. 23 Kasım 1931 tarihli anlaşma gereğince Kayseri Tayyare Fabrikasının Amerikalı uzmanların nezaretinde tekrardan faaliyete geçirilmesi, Amerika’dan sipariş edilen bir kısım uçağın imalat ve montaj işlemlerinin fabrikada gerçekleştirilmesi, ülkede motor üretim imkânlarının incelenmesi ve havayolu taşımacılığının yeniden düzenlenmesi konularında mutabakat sağlanmıştır. Curtiss-Wright Şirketi ile yürütülen yedi senelik işbirliği süresince 54 uçak envantere dâhil edilmiş, çalışanlara yurt içi/dışı eğitimler verilmiş ve sivil hava taşımacılığının temelleri atılmıştır. Bu çalışmada, genellikle iki savaş arası dönem hava harp sanayisinin gelişimi kapsamında daha çok teknik yönüyle ele alınan Curtiss-Wright Şirketi ile yapılan iş birliği, aynı dönem iki ülke arasında gelişen ilişkiler bağlamında da ele alınarak konuya ilişkin bütüncül bir perspektif ortaya konulmaya çalışılacaktır.
