A Proposal To Train Inspectors in Inspection Boards; E-Mentoring

Abstract
As one of the most important functions of Public Administration inspection, in conjunction with continuing its presence in the old system government system presidential, fulfills the activities of the administration in accordance with relevant legislation controls whether the results of these control and management measures within the framework of preserves that will contribute to the development of the structure of the offering. In ministries, inspection activities are carried out through experienced auditors from careers. Another task of the experienced supervisory staff is to help the Assistant Inspectors who enter the profession through a competition (written and oral) examination to make the most of them. The relationship between the inspector and the deputy inspector, which has been referred to as” mastery” for years, has a position where the hierarchical structure determined by legislation is fully felt. In this situation, which is different from the mentoring relationship known as guidance and coaching and which is often applied in the development programs of enterprises, there is no voluntary relationship and no innovation has occurred in The Mastership relationship despite the changes that have taken place over the years in the structure of Public Administration. Training programs and training models should be established in order to ensure that the inspectorate can maintain its continuity as part of the management, so that the Assistant Inspectors who take a new step into the profession can keep up with the changing management structure, new business processes and the pace of information renewal. E-mentoring activity, which takes advantage of technological tools, can be an important model for inspection boards. In this study, we will focus on the usability of this model in the education of the Deputy Inspector.
Özet
Kamu yönetiminin en önemli fonksiyonlarından biri olarak teftiş, eski sistemdeki varlığını Cumhurbaşkanlığı Hükümet Sistemi ile birlikte devam ettirerek, idarenin faaliyetlerini ilgili mevzuata uygun olarak yerine getirip getirmediğini denetleyen ve bu denetimin sonuçları çerçevesinde yönetimin gelişmesine katkı sağlayacak tedbirleri sunan yapısını korumaktadır. Bakanlıklarda teftiş faaliyeti, kariyerden gelen deneyimli denetim elemanları aracılığıyla yerine getirilmektedir. Deneyimli denetim elemanının bir diğer görevi, mesleğe yarışma (yazılı ve sözlü) sınavıyla giren müfettiş yardımcılarının en iyi şekilde yetişmelerine yardımcı olmaktır. Yıllardan beri süre gelen ve “üstadlık” olarak tabir edilen müfettiş ve müfettiş yardımcısı ilişkisi, mevzuat ile belirlenmiş hiyerarşik yapılanmanın tümüyle hissedildiği bir konuma sahiptir. Yol gösterme ve koçluk olarak bilinen ve işletmelerin gelişim programlarında sıklıkla uygulanan mentorluk ilişkisinden farklı olan bu durumda, gönüllü bir ilişki söz konusu olmayıp, kamu yönetimi yapısında yıllar içerisinde gerçekleşen değişimlere rağmen üstadlık ilişkisinde hiçbir yenilik meydana gelmemiştir. Teftiş kurullarının yönetimin bir parçası olarak devamlılığını sürdürebilmesi adına mesleğe yeni adım atan müfettiş yardımcılarının değişen yönetim yapısına, yeni iş süreçlerine ve bilginin yenilenme hızına ayak uydurabilmelerine uygun eğitim programları ve yetiştirilme modelleri oluşturulmalıdır. Teknolojik araçlardan ziyadesiyle istifade eden ementorluk faaliyeti, teftiş kurulları açısından önemli bir model olabilir. Çalışmamızda genel anlamda bu modelin müfettiş yardımcısı eğitiminde kullanılabilirliği üzerinde durulacaktır.
