New Terror with Weapons of Mass Destruction: The Threshold of Doomsday?

Abstract

The concept of deterrence which had reigned throughout the Cold War years has apparently lost its effectiveness in the face of the intensified proliferation of weapons of mass destruction and the threat posed by terrorsit attacks using such weapons since the collapse of the Soviet Union and the demise of the bipolar system. It has become imperative to develop international cooperation particularly in the field of intelligence gathering and sharing in order to fight international terrorism effectively.

Soğuk Savaş döneminde altın çağını yaşayan caydırıcılık kavramı, Sovyetler Birliği’nin yıkılmasından sonra ortaya çıkan kitle imha silahlarının yayılması sorunu ve bu silahlarla başvurulabilecek terör saldırıları tehdidi karşısında etkisini kaybetmiştir. Bu sorunlarla etkili mücadele edebilmek için başta istihbarat paylaşımı konusu olmak üzere uluslararası işbirliği geliştirmek şarttır.
