Russia's Policy Towards the Black Sea in the Post-Soviet Era

Abstract
This article examines Russia’s policy towards the Black Sea region in the post-Soviet era by exploring the impact of the enlargement processes of the NATO and the European Union as well as the “color revolutions”, frozen conflicts, maritime security and the regional economic cooperation in this region. The article shows that since Russia has not yet developed a comprehensive strategy towards the Black Sea that could respond to the changing international environment of the post-9/11 world, its foreign policy towards the region remains to be reactive and ineffective. Russia’s mainly reactionary foreign policy seeks to fail the strategies of western countries and institutions. Nevertheless, such an approach does not include a comprehensive alternative strategy for the solution of regional problems.

Rusya’nın Sovyet-sonrası dönemde Karadeniz bölgesine yönelik dış politikasının incelendiği bu makalede, bölgedeki NATO ve Avrupa Birliği’nin genişleme süreçleri, “renkli devrimler”, dondurulmuş çatışmalar, deniz güvenliği ve bölgesel ekonomik işbirliği konuları, Moskova’nın izlediği politikaya etkileri açısından tartışılmaktadır. Makale, Rusya’nın henüz 11 Eylül 2001 sonrası dönemin değişen uluslararası koşullarına cevap verebilecek kapsamlı bir Karadeniz stratejisi geliştiremiş olması nedeniyle, bölgede tepkisel ve etkili olmayan bir dış politika izlediğini öne sürmektedir.. Batılı ülke ve kuruluşların stratejilerini başarısızlığa uğratmayı hedefleyen Rusya’nın bu tepkisel politikası, bölgesel sorunların çözümü için kapsamlı bir alternatif strateji de ortaya koyamamaktadır.
