At its 71st Anniversary, the Montreux Convention on the Turkish Straits in the Framework of the Transformation of Black Sea Geopolitics

Abstract

The Convention on the Status of Straits signed in Lausanne on the 24th of July 1923 which had restricted Turkish sovereignty over the Turkish straits was replaced thirteen years later on the 20th of July 1936 by the Montreux Agreement. As one of the oldest international agreements still in force, the Montreux Agreement has survived singificant events such as World War II, the dissolution of the Warsaw Pact and the Soviet Union, and has celebrated its 70th birthday in July 2006. The Montreux Straits Agreement has been an international agreement which has significantly contributed to regional and world peace since its implementation. Even during the most strained times of the Cold War era, the Black Sea region has not encountered any conflict. Yet, the US desire for NATO fleets to enter into the Black Sea has led to renewed discussions regarding the Montreux Agreement. This article will analyze the Montreux Agreement and discuss varying strategies developed to deal with the possibility of the alterance of the agreement and focus mainly on alternative strategies which support the status quo.

Lozan’da 24 Temmuz 1923’de imzalanan ve Türkiye’nin Boğazlar üzerindeki egemenliğini kısıtlayan Boğazlar Rejimine İlişkin Sözleşme’nin yerini on üç yıl sonra, 20 Temmuz 1936’da imzalanan Montrö Sözleşmesi almıştır. Yürürlükteki en eski uluslararası sözleşmelerden biri olan Montrö Sözleşmesi; II. Dünya Savaşı, Varşova Paktı ve Sovyetler Birliği’nin dağılması gibi büyük sarsıntıları atlatabilmiş ve Temmuz 2006’da 70’inci doğum gününü kutlamıştır. Montrö Boğazlar Sözleşmesi, yürürlüğe girdiği tarihten bu yana bölge ve dünya barışına önemli katkıları olmuş uluslararası bir sözleşmedir. Soğuk Savaşın en zor günlerinde dahi Karadeniz bölgesinde çatışma yaşanmamıştır. Ancak ABD’nin, NATO donanmasının Karadeniz’e girmesini istemesi, Montrö Sözleşmesi’nin yeniden tartışılmasına yol açmıştır. Bu makalede Montrö Sözleşmesi incelenerek, Sözleşme’nin değiştirilmesiyle ilgili olası arayışlar karşısında bazı stratejiler tartışılacak ve mevcut statüyü destekleyen tutumlar üzerinde durulacaktır.
