Abstract
The fall of Saddam means more than just a change of political regime in Iraq. The Sunnite-Arab centered identity of the Iraqi state has changed. The representational rights of Shias’ and Kurds in the political arena of Iraq has led to the emergence of a new Iraqi identity. This has taken Iraq, to some extent, out of the category of “Sunnite Arab states”. With the fall of Saddam, the Shias have entered, as an actor, into the political geopolitics of the region. Along with the Shias becoming more effective in Iraq, Iran’s growing influence in Iraq has led to concern for the Sunnite Arab states. The transformation in Iraq has defined the itinerary for Iran’s domination in the Middle East by presenting Iran the chance of being effective in the Persian Gulf and through granting a field of influence in the Middle Eastern Arab geography. Consequently, with the change in Iraq, the structure of Shia geopolitics in the region has been re-opened for discussion. This has also started the debate on Iran’s Shia policy and has brought about many questions to the fore: Is it possible to talk about a “Shia geopolitics”, Is Iran on the search in this regard? If so, what is Iran’s chance of success? In this work, answers will be sought to these questions. The article is composed of 3 sections. In the first section, the position of Shiism in Iranian identity will be shortly dealt with. In the second section, the geography where Shias’ live and their relations with Iran will be scrutinized. In the third section, the debates on Shia geopolitics will be assessed. In the final part of the article, a general evaluation will be made along with attempts to furnish some foresights.

Saddam’ın devrilmesi Irak’ta siyasi rejim değişikliğinden öte bir anlam taşımaktadır. Irak devletinin Sünni Arap merkezli kimliği değişmiştir. Irak’ta Şiiler ve Kürtlerin siyasal alanda temsil edilme hakları yeni bir Irak kimliği doğurmuştur. Bu durum Irak’ı belli ölçüde “Sünni Arap devletleri” kategorisinden çıkarmıştır. Saddam’ın devrilmesi ile bölgenin siyasi jeopolitiğine Şiiler bir aktör olarak girmişlerdir. Irak’ta Şiilerin etkinleşmesi ile birlikte İran’ın Irak’taki etkinliği de Sünni Arap devletleri açısından kaygı verici bir hal almıştır. Irak’taki değişim İran’a Basra Körfezi’nde etkinlik olanağı ve Arap Orta Doğu coğrafyasında nüfuz alanı sağlayarak İran’ın Orta Doğu hâkimiyetine giden güzergâhını belirlemiştir. Böylelikle Irak’taki değişim ile birlikte bölgedeki Şii jeopolitiğinin yapısı yeniden tartışılmaya başlamıştır. Bu durum İran’ın Şii politikasını da yeniden tartışmaya açmış ve birçok soru gündeme gelmiştir: Bir “Şii jeopolitiği”nden bahsetmek mümkün müdür? İran’ın bu konuda bir arayışı var mıdır? Varsa bu arayışın başarıya ulaşma şansı nedir? Bu çalışmada bu sorulara yanıt aranacaktır. Yazı üç bölümden oluşmaktadır. Birinci bölümde İranlılık kimliğinde Şiiliğin yeri kısaca anlatılacaktır. İkinci bölümde Şiilerin yaşadığı coğrafya ve İran’la olan ilişkileri incelenecek, üçüncü bölümde ise Şii jeopolitiği tartışmaları değerlendirilecektir. Yazının sonunda genel bir değerlendirme yapılarak öngörülerde bulunulmaya çalışılacaktır.
