Turkey Wants to Set Sail for New Horizons in the Black Sea?

Abstract
The Black Sea region which entered its first geo-political transition period following the dissolution of the Soviet Union, is recently experiencing a new transformation as a result of the currently intensified attempts of the Euro- Atlantic world to have an access to the region. The regional policies of the EU and the US, the Russian resistance to these policies, the efforts to re-open the debate on the Montrö Agreement which determine the current status of the Turkish Straits has forced Turkey to produce newly active policies in the face of these new dynamics. This article will examine the structural elements and the differing stances of the actors involved in the transition period and further analyze Turkey’s potential to effect this period through the Black Sea Economic Cooperation.

SSCB’nin dağılmasının ardından birinci jeopolitik dönüşüm sürecine giren Karadeniz bölgesi, Avrupa-Atlantik dünyasının son yıllarda bölgeye girmek için yoğunlaştırdığı çabaları neticesinde yeni bir değişim süreci yaşamaktadır. AB ve ABD’nin bölge politikaları, Rusya Federasyonu’nun bu politikalara mukavemeti, Türk Boğazlarının mevcut statüsünü belirleyen Montrö Sözleşmesi’nin tartışmaya açılma çabaları, Türkiye’yi de yeni şartlar karşısında aktif politikalar üretmeye zorlamaktadır. Bu makalede, değişim sürecinin yapısal unsurları ve aktörlerin tutumları incelenerek, Türkiye’nin Karadeniz Ekonomik İşbirliği üzerinden süreci etkileme potansiyeli ele alınacaktır.
