The program of Tevfik Paşa cabinet and its debate in the Ottoman Parliament

Tevfik Paşa Hükümeti’nin programı ve Meclis-i Mebusan’daki müzakereleri

Abstract

Upon the resignation of the Izzet Pasha Government, Tevfik Pasha Government which was established on November 11, 1918, took office. Tevfik Pasha is an old and experienced politician who worked also in bureauc- racy.This is the first government that was established after the Armistice of Mondros. The new cabinet was formed from old and experienced politicians who opposed to the Union And Progress Party.The government's program was discussed at the Ottoman Parli- ament on November, 18, 1918 and a day after Government took the vote of confidence. When the goverment program was being presented to the parliament, there occured serious and important discussions on the issue. This government which began his work at a very troubled term had faced significant problems in domestic and foreign po- licy.Tevfik Pasha Cabinet was in power only for a limited period. So could not achieve a considerable work.

Özet

Ahmet İzzet Paşa Hükümeti’nin istifasıüzerine göreve gelen Tevfik Paşa, hükümetini,11 Kasım 1918 tarihinde kurmuştur. Tevfik Paşabürokraside görev yapmış eski ve tecrübeli birpolitikacıdır. Bu, Mondros Mütarekesi’ninimzalanmasından sonra kurulan ilk hükümettir. Bu kabine İttihat ve Terakki Partisi’ne kurulmuştur. Hükümet programı, 18 Kasım 1918’de Meclis-i Mebûsân’da görüşülmüş vehükümet bir gün sonra güvenoyu almıştır. Hükümet programı okunurken mecliste ciddi ve önemli tartışmalar yaşanmıştır. Oldukça sıkıntılı bir dönemde göreve başlayan bu hükümet iç ve dış politikada önemli sorunlarlakarşı karşıya kalmıştır. Çok kısa bir süre görevde kalan Tevfik Paşa Hükümeti bu yüzden önemli bir icraat yapamamıştır.
