AN INSURANCE COMPANY IN THE CONTEXT OF NATIONALIZATION OF ECONOMY: THE OTTOMAN NATIONAL INSURANCE COMPANY

Abstract

The Committee of Union and Progress is one of the most significant parts of the Turkish political history. It became an influential power after the declaration of the second constituion in 1908. The Committee assumed a national economy policy in order to solve the problems of the country. The new understanding was based on favouring Muslims in respect to other ethnic and religious groups. In order to reach this aim, tens of companies bearing "national" in its title were founded. Like other sectors, the sector of insurance was influenced by this trend. In this context, Osmanlı Milli Umum Sigorta Şirketi was created in 1918. The internal regulation of the company was created according to the understandin of national economy. The company became very influential in a short while. However, it could not avoid negative impacts of the First World War. During the armistice, thraces of previous period were removed by changing its regulation. With a new regulation in 1920, the name of the company was changed to İstanbul Umum Sigorta Şirketi (Istanbul General Company of Insurance). In this study, the foundation andactivities of the company was studied. The history of the company was evaluated by focusing on changing character of the company from Ottoman to Republic. The organizational structure of the company was revealed according to its internal regulations.

Özet

Türk siyasi tarihinin önemli aktörlerinden birisi İttihat ve Terakki Cemiyeti'dir. 1908'de II. Meşrutiyetin ilanı ardından yönetimde etkin güç haline geldi. Ülkenin sorunlarını çözmek için milli iktisat politikası uyguladılar. Yeni anlayış, Müslümanları öne çıkarma esaslıydı. Bunu sağlamak için unvanında "milli" kavramı bulunan onlarca şirket kuruldu. Diğer sektörlerde olduğu gibi sigorta sektörü de bu politikanın etkisine girdi. Bu bağlamda milli bir sigorta şirketi arayışı sonrasında 1918'de Osmanlı Milli Umum Sigorta Şirketi tesis edildi. Şirket iç tüzüğü milli iktisat anlayışına göre tanzim edildi. Kısa sürede sektörde etkinliğini artırdı. Ancak I. Dünya savaşının negatif tesirinden kurtulamadı. Mütareke döneminde yapılan tüzük değişikliğiyle önceki politikanın izleri silindi. 1920 yılında yapılan düzenlemeyle şirketin unvanı İstanbul Umum Sigorta Şirketi olarak değiştirildi
