Abstract

The media acquired a stronger position due to globalisation and foreign affairs gradually became more prominent as a result of the clamped nature of foreign affairs with domestic affairs, and of the political domain with economics and military. The media, besides communicating news, now claims to have a mission of creating opinions and interpreting events. The article attempts to examine the attitude of the newspaper Hürriyet against the EU during the process of Turkey s Negotiation Date Acquisition to accede to the European Union. Considering this crucial process, how much did the newspaper Hürriyet place the EU on its front page? How was the EU appraised? Is it possible to mention a general trend in this process? Or does the newspaper have an EU policy that is sensitive to current events and is constantly changing? How did Hürriyet primarily position itself as the sound of Turkish peopleor the follower and communicator of EU-related events? The test subject in the study is whether or not Hürriyet is a media channel that addresses the public with news that only make Turkey look good rather than acting as an fficientforeign affairs agent in the process by influencing the political side.

Özet

Küreselleşmenin etkisiyle dış politika-iç politika, siyasal alan, ekonomi ve askeri alan ayrımları silikleşmiş, soğuk savaşın sona ermesi ile birlikte yaşanan belirsizlik, ilk başlarda başat haber ileticisi konumundaki basının güçlenmesi sonucunu doğurmuştur. Basın haber ileticisi olma konumunun yanı sıra, kanaat oluşturma, yorumlama misyonuna da sahiptir. Dış politika özelinde düşünüldüğünde basının haber iletme konumunu tartışan bu makalede, ana akım medyanın temsilcilerinden Hürriyet Gazetesinin 2004 yılının başında Avrupa Birliğinden müzakere tarihi alma sürecindeki tutumu incelenmiştir. Bir yandan gazetenin dış politikaya yönelik bakışı ortaya konmaya çalışılırken bunun içerisinde özel olarak Avrupa Birliğinin konumu tartışılmıştır. Acaba gazetenin Avrupa Birliği politikası gelişmelere duyarlı, günden güne değişen bir çizgide midir? Hürriyet en çok hangi konumda bulunmuştur: Türkiyenin sesi mi, ABdeki gelişmelerinin takipçisi ve aktarıcı mı? Bu soruları yanıtlarken Hürriyetin sözü geçen dönemde Avrupa Birliğine yönelik haber iletme politikasında genel bir eğilimin olup olmadığı incelenmiştir.
