The Relationship Between Public Expenditures and Economic Growth in the OECD Countries: A Symmetric and Asymmetric Panel Causality Analysis

Abstract

The aim of this study is to investigate the relationship between public expenditures and economic growth in OECD countries. Public expenditures were divided into subcomponents as education, health, defense and total public expenditures and 4 separate models are performed. In this context, panel symmetric and asymmetric causality tests are applied by using data from the period of 1995-2016. According to the results of symmetrical test, Keynesian hypothesis is found to be valid between health and defense expenditures with economic growth. It is determined that the Wagner hypothesis is valid between total public expenditures and economic growth and the Keynesian and Wagner hypotheses are valid between education expenditures and economic growth. According to the asymmetric test results for which the causal relationships are examined according to the positive and negative sources, Keynesian hypothesis is found to be valid among the positive components in all models. In terms of negative components, it was found that the Wagner hypothesis is valid between education and defense expenditures with economic growth, both Keynesian hypothesis and Wagner hypothesis are valid between health and total public expenditure with economic growth. These results show that economic growth and public expenditures support each other and that public expenditures are of great importance, especially, in policies to be implemented for sustainable economic growth.

Özet

Bu çalışmada, OECD ülkelerinde kamu harcamaları ve ekonomik büyüme arasındakiilişkinin incelenmesi amaçlanmıştır. Bu kapsamda kamu harcamaları eğitim, sağlık, savunma vetoplam kamu harcamaları şeklinde alt bileşenlere ayrılarak 4 ayrı model oluşturulmuş ve 1995-2016dönemine ait veriler kullanılarak panel simetrik ve asimetrik nedensellik testleri uygulanmıştır.Simetrik nedensellik testi sonuçlarına göre, sağlık ve savunma harcamaları ile ekonomik büyümearasında Keynesyen hipotezin geçerli olduğu belirlenmiştir. Toplam kamu harcamalarıylaekonomik büyüme arasında Wagner hipotezinin ve eğitim harcamalarıyla ekonomik büyümearasında ise hem Keynesyen hem de Wagner hipotezinin geçerli olduğu tespit edilmiştir. Nedenselilişkilerin pozitif ve negatif kaynağına göre incelendiği asimetrik test sonuçlarına göre, 4 modeldede pozitif bileşenler arasında Keynesyen hipotezin geçerli olduğu görülmüştür. Negatif bileşenleraçısından ise eğitim ve savunma harcamaları ile ekonomik büyüme arasında Wagner hipotezinin,sağlık ve toplam kamu harcamalarıyla ekonomik büyüme arasında hem Keynesyen hipotezin hemde Wagner hipotezinin geçerli olduğu bulgularına ulaşılmıştır. Bu sonuçlar, genel olarak ekonomikbüyüme ile kamu harcamalarının birbirini desteklediğini ve özellikle sürdürülebilir ekonomikbüyüme için uygulanacak politikalarda kamu harcamalarının büyük öneme sahip olduğunugöstermektedir.
