Abstract
On November 14, 1914, three days after the Ottoman government declared her joining in the 1st World War, Ottoman Sultan issued an Imperial Decree to spread to the entire World of Islam the imperial edict that was addressed to the army and navy (Belen, 1964: 76). In his decree, Sultan Mehmet Reşat V stated ... the war first started with Russian s attacks and that was followed by the hostile attitudes of Britain and France; thus we have been compelled to take arms against these three states to defend the legitimate interests of the millions of Muslims suffering under their tyranny. Deputy Commander-in-Chief Enver Pasha s declaration to the army embraced motifs appealing more to the religious excitement. Underlining that the Ottoman Army was composed of the most persevering and most devoted soldiers in the world , Enver Pasha aimed at agitating the religious feelings of the troops. The Sultan s Fatwa emphasized that it was an order to be carried out decisively for Muslims to wage a war with all their capability against the antagonistic assaults on Islam and Islamic countries. The Fatwa also warned that those who stood against this war would be deemed as sinners. The aim was to provoke the Muslims living under the sovereignty of Britain, France, Russia, Serbia, Monte Negro, and of their allies; and to dissuade the Muslim troops in the armies of these states fighting against Ottoman State and its allies Germany, Austria- Hungary. However, the state of the Islamic World was evident. Hence, a small number of mujahidins responding to this call for war and coming from Iran, Turkestan and Afghanistan could not have much effect on the consequences.

Osmanlı Devletinin Birinci Dünya Savaşına ilişkin savaş ilanından üç gün sonra, 14 Kasım 1914 tarihinde, Osmanlı Sultanı tarafından ordu ve donanmaya hitaben yazılan hattı hümayunun bütün İslam dünyasına neşrolunması için bir padişah iradesi çıkarılmıştır (Belen, 1964: 76). Sultan V. Mehmet Reşat, bu iradede,öncelikle savaşın Rusların saldırısıyla başladığını, bunu İngiltere ve Fransanın düşmanca tavırlarının izlediğini belirterek milyonlarca Müslümanı zalim idareleri altında inleten bu üç devlete karşı meşru menfaatleri müdafaa için silaha sarılmak zorunda kaldıklarını anlatmaktaydı. Başkumandan Vekili sıfatıyla Enver Paşanın orduya beyannamesi ise çok daha fazla dinî duyguları coşturacak bir mahiyet taşıyordu. Osmanlı ordusunun dünyanın en sebatlı, fedakâr askeri olduğunun altını çizen Enver Paşa, sözleriyle askerlerin dinî duygularını etkilemeye çalışmıştır. Sultanın fetvasında İslam ve İslam ülkeleri aleyhine ortaya çıkan düşman hücumuna karşı, Müslümanların can ve malları ile savaşa başvurmalarının yerine getirilmesi gereken emir olduğu vurgulanıyor ve buna karşı gelen Müslümanların günahkâr olacakları ihtar ediliyordu. Amaç İngiltere, Fransa, Rusya, Sırbistan, Karadağ ve müttefiklerinin hâkimiyetleri altında bulunan Müslümanları bu devletlere karşı ayaklandırmak, bu devletlerin Müslüman tebaasından toplayacakları askerleri de Osmanlı Devleti ile müttefikleri olan Almanya ve Avusturya- Macaristana karşı harp etmekten vazgeçirmek idi. Ancak İslam âleminin genel durumu ortadaydı. Bununla birlikte çağrıya uyarak İran dâhil, Türkistan ve Afganistandan gelen çok az sayıda mücahit neticeye elbette tesir edememiştir.
