Panku and Tuliya, Two Assemblies under the Hittite period in Anatolia

Abstract
In the Hittite cuneiform texts, it appears two kinds of assembly: Panku and Tuliya. Both of these assemblies were especially affective in the Old Hittite Kingdom Period. But it seems that they lost ground, as more bureaucratic constitution improved during the Great Kingdom period. In this paper, we are going to examine the assemblies, named Panku and Tuliya by the aid of a few of texts (The testament of Hattusili I and the edict of Telipinu) in a period, from beginning of Hittite Kingdom to its collapse.
Özet
Hitit çivi yazılı kaynaklarında iki meclisten bahsedilir: Panku ve Tuliya. Bu meclisler öncelikle Hitit Devleti'nin ilk kurulduğu yıllarda etkilidirler. İmparatorluk Dönemi'nde daha bürokratik yapılar gelişirken önemlerini yitirirler. Bu çalışmamızda, Hitit Devleti'nin kurulduğu dönemlerden yıkılma sürecine kadar olan zaman diliminde, mevcut belgelerin ışığında (I.Hattusili'nin Vasiyetnamesi, Telipinu Fermanı), Panku ve Tuliya meclislerini inceleyeceğiz.
