The Roman bureaucracy after the reorganisation of Diocletian and Constantine

Abstract

The Roman State had gained a new form after the Diocletian and Constantine's reforms following the crises of the third century. The basis of imperial power had been divine, and the regime transformed into an absolute monarchy of Eastern type. In parallel to these changes, an expanded bureaucracy was established for maintaining this oriental absolute monarchy. In this new system, civil and military administration sharply seperated. The system was composed of three main constitution as central goverment, civil administration and military administration. Above these three structures, the emperor and the palace existed. Administration of the Rome and Contantinopolis were excluded from the new system. In the administration of these cities, classical system was sustained. Similarly in the administration of the provincia Asia, Africa and Achaia, old system was preserved. This mentioned provinces continued to be governed by the proconsuls and their legats of senatorial origin.

Kökleri III. yy. krizine dayanan Diocletianus ve Constantinus reformlarından sonra Roma Devleti yepyeni bir forma sahip olmuştur. İmparatorluk iktidarının kaynağı tanrısallaştırılmış, rejim Doğulu anlamda mutlak monarşiye dönüşmüştür. Bu gelişmelere paralel olarak mutlak monarşinin devamlılığını sağlayacak gelişmiş bir bürokratik sistem tesis edilmiştir. Yeni sistemde askeri ve sivil yönetim keskin bir biçimde birbirinden ayrılmıştır. Sistem; merkez teşkilatı, askeri ve sivil idare olmak üç temel yapıdan oluşmaktadır. Bu üçlü yapının üzerinde imparator ve saray teşkilatı yer almaktadır. Roma ve Constantinopolis'in yönetimi ise yeni idari yapılanmanın dışında tutulmuş, bu kentlerin yönetiminde geleneksel kurumlar korunmuştur. Aynı şekilde Asia, Africa ve Achaia eyaletlerinin yönetiminde eski sistem korunmuştur. Söz konusu eyaletler senatus kökenli proconsular ve legatus'ları tarafından yönetilmeye devam etmiştir.
