The World Bank, GEF and Global Environmental Problems

Abstract
This study examines the Global Environment Facility (GEF), established in 1991 by the World Bank, UNEP and UNDP, which helps developing countries fund projects and programs on biodiversity, climate change, persistent organic pollutants, desertification, deforestation, protection of international waters and the ozone layer. The essential aim of the GEF is to support the developing countries and their projects in dealing with the global environmental issues. Although the GEF was anticipated to be a hopeful mechanism which provides the international consensus on struggle with global environmental problems, it is not an exaggeration to say that the system was not able to satisfy the present expectations of the international arena. The main reasons are the reluctance of the USA and other developed countries to finance GEF, the lack of proper representation of developing countries in the GEF administrative boards, mischoices of supportable projects and having a tendency to deal with developed countries' environmental problems. In conclusion, with its current structure, GEF works as a mechanism to reduce the reactions to the degradation of global environment created by developed countries and the World Bank projects.

Bu yazıda, 1991 yılında Dünya Bankası, UNEP ve UNDP tarafından, iklim değişikliği, ozon tabakasının incelmesi, biyolojik çeşitliliğin kaybı, uluslararası suların kirliliği, çölleşme ve ormansızlaşma gibi küresel çevre sorunlarını finanse etmek üzere kurulan Küresel Çevre Fonu ele alınmaktadır. GEF (Global Environment Facility) kısa adıyla bilinen bu fonun asıl amacı, gelişmekte olan ülkelerin küresel çevre sorunları ile savaşımlarına proje bazında destek olmaktır. Başlangıçta, küresel ekolojik yıkıma karşı uluslararası güç birliğinin sağlanmasında bir umut olarak görülen düzenek zamanla beklentileri karşılayamaz duruma gelmiştir. Bunun ardında da, başta ABD olmak üzere, uluslararası çevre politikasına yön veren sanayileşmiş ülkelerin kaynaklarını fona aktarmada çekingen davranmaları, GEF yönetiminde azgelişmiş dünyanın yeterince temsil edilememesi, destek verilecek projelerin isabetli seçilememesi ve fomın daha çok gelişmiş ülkelere yönelik sorun alanlarına yönelmesi bulunmaktadır. Bir anlamda, bugünkü yapılanmasıyla GEF, yalnızca, gelişmiş dünyanın çevreye verdiği yıkıma ve Dünya Bankası'nın çevreye ağır baskıda bulunan projelerine yönelik tepkileri frenlemeye yönelik bir düzenek olarak işlemektedir.
