Technology Transfer Through Foreign Direct Investments: Lessons for Turkey from the Irish Case

Abstract
In this study, the transfer of technology through foreign direct investments (FDI) has been examined in the context of one of the most successful case in the world, namely Ireland. FDI, which is curicial for the developing countries, is both the means for effective foreign technology transfer and the means for technological spillovers. In recent years, Ireland, which is one of the most attractive countries for investment, improved not only its macroeconomic indicators such as production, employment and export, but also fairly improved the tecnological level in its industry. It is also observed that FDI significantly contributed to research and development activities in Ireland. Ireland can be a model for Turkey being in the process of its EU membership in the context of FDI and technology transfers. For the last fifty years, Turkey that decided to attract foreign capital has not been successful enough and thus has not taken the opportunity to improve its technology. Similar to Ireland, Turkey should have long term strategies and must implement these strategies in a determined way.
Özet
Bu çalışmada, teknolojinin yabancı doğrudan yatırımlar (YDY) yoluyla transferi, dünyada en başarılı örneklerden biri olan İrlanda örneğinde incelenmeye çalışılmıştır. Gelişmekte olan ülkeler için daha fazla önem taşıyan YDY, bu ülkeler için etkin bir yabancı teknoloji ithal ve aynı zamanda yerli firmalar için teknoloji yayılımınm bir aracı niteliğindedir. Son yıllarda dünyanın en fazla yatınm çeken ülkelerinden biri olan İrlanda bu yatırımlar yoluyla bir taraftan üretim, istihdam ve ihracat gibi makro büyüklüklerini iyileştirirken, diğer taraftan sanayinin teknoloji düzeyini oldukça yükseltmiştir. YDY'nin İrlanda'da araştırma-geliştirme çalışmalarına da önemli ölçüde katkı yaptığı görülmektedir. İrlanda, AB'ye üyelik sürecinde olan Türkiye için YDY ve teknoloji transferi konusunda önemli bir örnek olarak gösterilebilir. Yaklaşık yarım asır önce yabancı sermayeyi ülkeye çekme kararı veren Türkiye, aynı kararlılığı uygulamada gösterememiş ve böylece teknoloji düzeyini yükseltme fırsatlarından birini değerlendirememiştir. Türkiye İrlanda'nın yaptığı gibi YDY ve teknoloji transferiyle ilgili uzun vadeli ve değişen koşullara uygun stratejiler belirlemeli ve en önemlisi bunları kararlılık ve ivedilikle uygulamaya geçirmelidir.
