The New Functions of Local Governments in Social State's Transformation Process

Abstract

In recent years, as the power of central authorities decreases, the implementation of social policies becomes harder from day to day. Thus, the role and weight of local governments became more significant. The porposals, such as leaving the national power and responsibility to the local governernments are becoming more acceptable. While social state idea lose its power, local gowernment becames the main center of social policies which detracted from national level. In this study, the new role that social state thought can take in city life through time is explained. The history and current stutation of social state thought and local governments under globalization are anlyzed firstly. Then, the idea that local governments can became a developed version of social state thought is detailed.

Son dönemlerde merkezi otoriteler hızla güç kaybederken, ulusal düzeyde sosyal politikaların uygulanması giderek güçleşmektedir. Bu süreçte, yerel yönetimlerin rolü ve önemi de giderek belirginleşmekte, ulusal düzeydeki birçok yetki ve sorumluluğun yerel alana taşınması konusundaki öneriler daha geniş kabul görmektedir. Sosyal devlet düşüncesinin güç kaybettiği bir dönemde yerel yönetimler, ulusal düzeyden uzaklaştırılan sosyal politikalar için sığınılacak bir liman olabilir. Bu çalışmada, içinde bulunduğumuz tarihsel süreçte, sosyal devlet düşüncesinin kent yaşamında alabileceği yeni rol ile yerel yönetimlerin buna uygun olarak yeniden biçimlenmesine ilişkin gelişmelerin yönü ele alınmış; küreselleşme sürecinde sosyal devlet düşüncesinin ve yerel yönetimlerin geldiği noktadan söz edilerek, yerel yönetimlerin sosyal devlet için yeni bir varoluş alanı olma potansiyeline ilişkin öngörüler ortaya konulmaya çalışılmıştır.
