Party System in Turkey: A Historical Analysis

Abstract
The foundations of the party system in Turkey was laid down in the II. Constitutional Monarchy. The most important political organization after 1908 was the Union and Progress Committee (İttihad ve Terakki Cemiyeti) which marked the ten years between 1908-1918. The main opposition party of the II. Constitutional Monarchy is the Liberty and the Entente Party (Hürriyet ve İtilâf Fırkası). The division of İttihad ve Terakki-Hürriyet ve İtilâf has represented a long-term and permenant line of political conflict. This division between the modernistauthoritarian line and the liberal-conservative line has gained continuity and reproduced at different levels in different periods. The division in the First Assembly (1920-1923) is not among the political parties, but among the groups. The members of the Second Group expressed the complaints and demands of the ‘periphery’ against the authoritarian domination of the bureaucratic “center” rather than debates in the Assembly. 1950 is a date when political power in Turkey is replaced by an election, which was symbolically and politically important. The explicit feature of this period, which has been a stage for two-party political competition, is the tension in the relations of government and opposition. The artificial parliamentary majorities and the opposition with lack of control power are the hallmark of the period. The main themes that determine the political divisions in Turkey is the center-periphery conflict. Until the second half of the 1960s, the party system was shaped by this theme of conflict. In the 1960s and notably 1970s, the themes of political conflict were pluralized and new elements such as class, religion, ethnic identity and ideology were effective in the formation of the party system. One of the main issues with regard to the political parties in Turkey is suspending political traditions by the military interventions therefore political parties could not institutionalized.

Türkiye’deki parti sisteminin temelleri II. Meşrutiyet’te atılmıştır. 1908 sonrasının en önemlisiyasal örgütü, 1908-1918 arasındaki on yıla damgasını vuran İttihad ve Terakki Cemiyeti’dir.II. Meşrutiyet’in esas muhalefet partisi ise Hürriyet ve İtilâf Fırkası’dır. İttihad ve Terakki-Hürriyet ve İtilâf bölünmesi, uzun süreli ve kalıcı bir politik çatışma hattını ifade etmiştir.Modernist-otoriter çizgi ile liberal-muhafazakâr çizgi arasındaki bu bölünme süreklilikkazanmış, farklı dönemlerde, farklı düzeylerde yeniden üretilmiştir. Birinci Meclis’teki (1920-1923) bölünme, siyasal partiler arasında değil, gruplar arasındadır. İkinci Grubun üyeleri,Meclis’teki tartışmalarda daha ziyade bürokratik ‘merkez’in otoriter hâkimiyetine karşı‘çevre’nin şikâyet ve taleplerini dile getirmekteydi. 1950, Türkiye’de siyasal iktidarın halkoyuile değiştirildiği, sembolik ve politik değeri yüksek bir tarihtir. İki partili bir siyasal rekabetesahne olan bu dönemin belirgin vasfı, iktidar-muhalefet ilişkilerindeki gerilimdir. Yapayparlamento çoğunlukları ve denetim gücünden yoksun muhalefet, dönemin belirgin özelliğidir.Türkiye’deki siyasal bölünmeleri belirleyen ana tema, merkez-çevre çatışmasıdır. 1960’larınikinci yarısına kadar parti sistemi bu çatışma teması üzerinden şekillenmiştir. 1960’larda veözellikle 1970’lerde siyasal çatışma temaları çoğullaşmış, parti sisteminin şekillenmesindesınıf, din, etnik kimlik ve ideoloji gibi yeni unsurlar etkili olmaya başlamıştır. Türkiye’desiyasal partiler açısından ana sorunlardan biri, siyasal geleneklerin askerî darbelerle kesintiyeuğraması, dolayısıyla partilerin kurumsallaşamamasıdır.
