Environmental management in Turkey

Abstract

The associations that have central and local authority or duty regarding the environment and their functions are tried to be stated in the article of which deals with the conditions and issues of the environmental management in our country. In this context, environment matter's position in the public administration system is also examined. The issues that appeared effectively by reason of the conflict of authority in the legislation while the central and local administrations are trying to maintain their functions like implementation, planning and supervision regarding the protection and development of the environment independent of each other and within the sphere of duties specified for them are mentioned. Likewise, the situation of the employees working in the environmental organization has been discussed and solution overtures have been introduced by reason of the barriers on developing an effective en vironmental management system.

Özet

Ülkemizdeki çevre yönetiminin durumunun ve sorunlarının ele alındığı makalede, merkezi ve yerel düzeyde çevreyle ilgili yetki ve görevleri bulunan kurumlar ve işlevleri ortaya konulmaya çalışılmaktadır. Bu çerçevede çevre konusunun kamu yönetim sistemi içerisindeki konumu da sorgulanmaktadır. Çevre sorunlarıyla ilgili merkezi ve yerel idareler, kendileri için çizilmiş görev alanları içerisinde, çevrenin korunmasına ve geliştirilmesine ilişkin yürütme, planlama ve denetleme gibi işlevlerini, birbirlerinden bağımsız biçimde sürdürmeye çalışırlarken, mevzuattaki yetki çatışması nedeniyle uygulamada ortaya çıkan sorunlara değinilmektedir. Aynı şekilde çevre örgütlenmesinde çalışan personelin durumu da tartışılmakta ve etkin bir çevre yönetim sisteminin oluşturulmasında var olan engeller nedeniyle çözüm önerileri getirilmeye çalışılmaktadır.
