Abstract

Since the day Istanbul was founded, the Bosphorus, also known as the Black Sea Strait, has always been a significant commercial and financial waterway and played an important role in providing security and shaping the social life of the city. After Istanbul was conquered by the Ottoman Empire, the Black Sea became a “Turkish lake” and the security of Istanbul Strait remained a matter of secondary importance until the Cossack raids that started in the middle of the 17th century. Because of the raids and the growing Russian threat, the security of the Strait as well as of the capital city turned out be one of the major concerns for the state. To ensure the security, not only were the old structures restored but also new fortresses and redoubts were built. In accordance with the military technologies and administrative practices of the period, infantry and artillery troops were settled in these fortresses and redoubts, Strait Ministers were appointed and the institutions such as the Bostanji corps, the Grand Admiral and the Imperial Armory were authorized to administer the Strait. In the Tanzimat Era, the authority to administer the Strait was taken back from the Bostanji corps and the Grand Admiral and was first given to the Imperial Armory and then to the Seraskeriat. In time, the defense of the Strait started to be maintained by the redoubts rather than fortresses and the training and employment of artillery troops, use of modern artillery, communication among the redoubts, transportation and coordination took on an added importance.

Özet

Boğaziçi ya da İstanbul Boğazı veya diğer adıyla Karadeniz Boğazı, İstanbul’un kurulmasından beri şehrin ticarî, iktisadî ve sosyal hayatında olduğu kadar güvenliği açısından da önemli olmuştur. Şehrin Osmanlı Devleti tarafından fethiyle Karadeniz bir Türk gölü haline gelmiştir. Dolayısıyla 17. yüzyılın ortalarında meydana gelen Kazak akınlarına kadar İstanbul Boğazı’nın güvenliği ikinci planda kalmıştır. Söz konusu hadise ve giderek artan Rus tehlikesi karşısında İstanbul Boğazı’nın güvenliği ve tabiatıyla başkentin korunması, devletin öncelikli konularından birini oluşturmaya başlamıştır. Böylece İstanbul Boğazı’nın güvenlik altına alınması için hem buradaki eski yapılar onarılmış hem de yeni kale ve tabyalar inşa edilmiştir. Zamanın teknik şartlarına ve idarî imkânlarına uygun olarak bu kale ve tabyalara piyade ve topçu askerleri yerleştirilmiş, Boğaz Nazırı adıyla idareciler atanmış ve Bostancı Ocağı, Kaptan-ı Deryalık, Tophane-i Âmire gibi kurumlar tarafından idare edilmiştir. Tanzimat sonrasında Boğazı’nın idaresi Bostancı Ocağı ve Kaptan-ı Derya’nın sorumluluğundan alınarak Tophane-i Âmire’ye ve daha sonra da Seraskerliğe verilmiştir. Tarihi süreçte İstanbul Boğazı savunması kale yapılarından tabya sistemine dönüşmüştür. Bu süreçte özellikle topçu askerlerinin eğitim ve istihdamı, modern topların kullanımı, tabyalar arasındaki iletişim, ulaşım ve koordinasyonun sağlanması önemli hususlar olarak karşımıza çıkmaktadır.
