Science and Technology Policies Which Was Applicated by National Innovation System Framework: The Cases of Eu, Israel and Turkey

Ulusal Yenilik Sistemi Çerçevesinde Uygulanan Bilim ve Teknoloji Politikaları: İsrail, AB ve Türkiye Örneği

Abstract

Contemporarily, science and technology policies are one of the most important factors that effects economic performance of a country. On the other hand, only implementing science and technology policies is not enough in a rapidly changing economic environment. In addition to science and technology policies; institutional structures, which we called as National Innovation System, can provide a better economic performance of a country. So countries , which establish their National Innovation Systems and combine them to their science and technology policies can achieve successful results. In this article, science and technology policies of Israel, who has a well established National Innovation System, the European Union (EU), who is searching for a solution for European Paradox and Turkey, who is trying to develop National Innovation System are analyzed.

Özet

Günümuzde bilim ve teknoloji politikaları bir ülkenin ekonomik performansını etkileyen en önemli unsurlardan biridir. Diger taraftan sadece bilim ve teknoloji politikaları uygulamak hızla degişen ekonomik çevre içerisinde başarılı olmak için yeterli degildir. Ulusal Yenilik Sistemi adını verdigimiz kurumsal yapılanmalar bilim ve teknoloji politikaları ile birlikte ülkenin daha üstün bir ekonomik performans sergilemesini saglamaktadır. Ulusal Yenilik Sistemini oluşturmuş, bunu bilim ve teknoloji poltikalariyla bütünleştirmiş ülkeler başarılı sonuçlar elde etmişlerdir. Bu çalışmada Ulusal Yenilik Sistemi'ni saglam bir zemine oturtan İsrail, Avrupa Paradoksu'na çözüm arayan AB ve Ulusal Yenilik Sistemi'ni geliştirmeye çalışan Türkiye'nin bilim ve teknoloji politikaları analiz edilmektedir.
