The Impact of International Summits and Reports on World Bank's Changing Environmental Policies

Uluslararası Zirvelerin ve Bildirgelerin Dünya Bankası'nın Değişen Çevre Politikalarına Etkisi

Abstract

World Bank that has been becoming an important actor in global environmental policies, has supported reforms of public sector in the developing countries in order to finance the environment protection and development policies especially since the implementation of neoliberal programme. That is to say, the Bank has just started to pay regard to the environmental concerns in the process of policymaking. It is important what the World Bank aims actually while shaping itself through environmental issues. To this end, the World Bank does not diverge from its founding philosophy while updating its environment policies. This study aims, in this regard, to reveal the role of the international summits, declarations or reports on environmental issues in the change of the World Bank's environment policies. This analysis, in a sense, shows the place of the protection of the environment in the line of means/goals in Bank policies.

Özet

Çevre konusunda önemli bir aktör haline gelen Dünya Bankası, özellikle neoliberal programların yürürlüğe girmesinden sonra az gelişmiş ülkelerde kamu yönetimi reformlarını çevre koruma ve kalkınma politikalarını finanse etmek için desteklemiştir. Yani Banka, politika oluşturma sürecinde çevresel kaygıları göz önünde bulundurmaya yeni başlamıştır. Dünya Bankası'nın kendini çevre üzerinden şekillendirirken esasında neyi amaçladığı önemlidir. Çünkü Dünya Bankası çevre politikalarını güncellerken kuruluş felsefesinden esas itibariyle uzaklaşmamaktadır. Bu bağlamda çalışmanın amacı, özellikle çevreyle ilgili uluslararası düzeyde gerçekleşen zirvelerin, bildirgelerin ya da raporların Dünya Bankası'nın çevre politikalarında yaşanan değişimdeki rolünü ortaya koymaktır. Bu inceleme bir anlamda Banka politikalarında çevrenin korunmasının araç/amaç konumunda denk geldiği yeri göstermektedir.
