Abstract

Since the establishment of the republic in Turkey, the number of districts has increased and reached 973 for various reasons. One of the reasons affecting the increase in the number of districts is that the 126th article of the Constitution regulating the es-tablishment of districts and the Provincial Administration Law No. 5442 do not contain details. Some of the current districts in Turkey were established due to populist policies without public benefit and they cause public loss. In this context, the study aims to deter-mine the districts that do not qualify as administrative centers in the current conditions, according to the criteria developed concerning the relevant laws. It also aims to develop optimal district size criteria for districts that are planned to be established in the future. Within the scope of the study, 871 districts that were not in the provincial center position were re-evaluated. a new approach based on Analytical Hierarchy Process (AHP) method and Principal Components Analysis (PCA) were used to evaluate districts ac-cording to criteria. According to the results of the analysis, the score values of the dis-tricts were obtained by the determined methods. In both methods, the districts that least meet the recommendation criteria and have the lowest score values are compared and the common ones are selected. As a result of the analysis, the 134 districts that were selected are those that cannot meet the administrative centrality qualification. Since the existence of these districts does not comply with scale economy, their status should be reviewed with options such as abolishing their legal entities, mergers, and/or divisions. In addition, among the variables used in the study for the optimal district size, the criteria to be considered in the establishment of a new district were created.

Türkiye’de cumhuriyetin kuruluşundan günümüze ilçe sayısı çeşitli sebeplerle arta-rak 973’e ulaşmıştır. İlçe sayısındaki artışa etki eden sebeplerden biri ilçe kurulmasını düzenleyen Anayasası’nın 126. maddesi ve 5442 sayılı İl İdaresi Kanunu’ndaki hüküm-lerin ayrıntı barındırmamasıdır. Türkiye’deki mevcut ilçelerin bir kısmı kamu yararı ol-madan popülist politikalar sebebiyle kurulmuş olup bunlar kamu kaynaklarının israfına sebep olmaktadır. Bu bağlamda çalışma, mevcut koşullarda idari merkez vasfını sağla-mayan ilçelerin ilgili kanunlara atıfla geliştirilen kriterlere göre tespit edilmesini ve ge-lecekte kurulması tasarlanan ilçeler için asgari ilçe büyüklüğü kriterleri geliştirmeyi amaçlamaktadır. Çalışma kapsamında il merkezi durumunda olmayan 871 ilçe yeniden değerlendirmeye alınmıştır. Kriterlere göre ilçelerin değerlendirilmesinde Analitik Hiye-rarşi Sürecine (AHP) dayalı yeni bir yaklaşım ve Temel Bileşenler Analizi (TBA) kulla-nılmıştır. Analiz sonuçlarına göre mevcut ilçelerin belirlenen yöntemler uyarınca skor değerleri elde edilmiştir. Her iki yöntemde öneri kriterleri en az karşılayan, dolayısıyla en düşük skor değerlerine sahip olan ilçeler karşılaştırılarak ortak olanlar ayıklanmıştır. Analizler sonucunda ayıklanan 134 ilçenin idari merkezlik vasfını karşılayamadığı gö-rülmüştür. Bu ilçelerin mevcudiyetinin kamu yararına uygun olmadığından tüzel kişilik-lerinin kaldırılması, birleşme ve/veya bölünme gibi seçeneklerle durumlarının gözden ge-çirilmesi gerekmektedir. Asgari ilçe büyüklüğü bağlamında çalışmada kullanılan değiş-kenler içerisinden de yeni ilçe kurulmasında dikkate alınması gereken kriterler belirlen-miştir.
