The Relationship and Power Struggle between the Mayor and the Council since the Establishment of Municipalities

Abstract

Abstract: After the local elections on March 31, 2019, one of the most discussed issues in the public sphere has undoubtedly been the relationship between the mayor and the municipal council on the account of the fact that different political parties won mayoral office and make up the majority of the municipal council in some municipalities, espe- cially in some metropolitan cities. This has raised the question of which body is more effective or powerful in the municipal organization. Although a long time has passed since the local elections, the issue continues to be important and widely discussed, both in the public and in academia. However, only a limited number of studies have been conducted on this important subject. Therefore, this study focuses on the relationship and power struggle between the mayor and the municipal council and aims to analyze this relation- ship; the sharing of powers between them, their effects on each other, and the check and balance dynamics between the two in order to thereby determine which body has a greater impact on the municipal organization.
