The Origins of the Government System with Its Building-Theoretical-Reactive Dimensions

Abstract

This study aims to examine the origins of government systems. Three types of government systems that are widely known in the literature (parliamentary system, presidential system and semi-presidential system) have been selected as the object of analysis. Selected government systems have been studied with the examples of England, USA and France. Because these countries are the best examples of the chosen government system and each has a different historicity. Working within this scope; it has been set up under three headings: England with its constructivist approach, USA with its theoretical / modelist approach, and France with its reactive preference. As a result, it has been understood that history, theory and reactions developed in case of crisis are determinant in the government systems of countries.

Bu çalışma hükümet sistemlerinin kökenlerini incelemek amacıylahazırlanmıştır. Çalışmada literatürde en yaygın üç hükümet sistemi(parlamenter sistem, başkanlık sistemi ve yarı başkanlık sistemi) incelemenesnesi olarak ele alınmıştır. Seçilen hükümet sistemleri İngiltere, ABD veFransa örnekleri üzerinden incelenmiştir. Bunun nedeni, anılan ülkelerinbenimsediği hükümet sistemi açısından en iyi örneği teşkil etmeleri ve herbirinin farklı bir tarihselliğe sahip oluşudur. Bu kapsamda çalışma inşacıyönü ile İngiltere; teorik/modelci yaklaşım ile ABD ve tepkisel tercihi ileFransa şeklinde üç başlıkta kurgulanmıştır. Sonuç olarak ülkelerin hükümetsistemlerinde tarihin, teorinin ve kriz durumunda geliştirilen tepkilerinbelirleyici olduğu anlaşılmıştır.
