Energy Factor in Russia - European Union Relations and Geopolitical Content of "North Stream-2" Pipeline Project

Abstract

Russia-EU relations are discussed from the perspective of energy diplomacy concept and “Nord Stream-2” Pipeline Project in the present study. The gas pipeline projects performed by Russian energy company Gazprom guide the dynamics of Russia-EU relations. This is the main argument of the study. The economic, strategic and geopolitical contents of pipelines is analyzed over this argument. Energy diplomacy is a very convenient concept in terms of Russian foreign policy. In this context, Gazprom stands out as the key foreign policy actor in the implementation of Russian energy diplomacy. The “Nord Stream-2” Gas Pipeline Project is an important example showing the scope of the relations between economy, geopolitics and foreign policy. For this reason, the geopolitical contents of the “Nord Stream-2” Project is examined in detail in the study. The strategic, economic and geopolitical outcomes of this project constitute the fictional basis of the study.

Çalışmada Rusya-AB ilişkileri enerji diplomasisi kavramı ve ‘Kuzey Akımı2’ boru hattı projesi perspektifinden ele alınmaktadır. Rus enerji şirketiGazprom’un öncülüğünde gerçekleştirilen doğalgaz boru hattı projeleriRusya-AB ilişkilerinin dinamiklerine yön vermektedir. Bu husus çalışmanıntemel argümanını teşkil etmektedir. Boru hatlarının ekonomik, stratejik vejeopolitik içeriği söz konusu argüman vasıtasıyla analiz edilmektedir. Enerjidiplomasi Rus dış politikası açısından oldukça kullanışlı bir kavramdır. Bubağlamda Gazprom Rus enerji diplomasisini uygulama sürecinde kilit birdış politika aktörü olarak öne çıkmaktadır. ‘Kuzey Akımı-2’ doğalgaz boruhattı projesi ekonomi, jeopolitik ve dış politika arasındaki ilişkilerinkapsamını ortaya koyan önemli bir örnektir. Bu nedenle çalışmada ‘KuzeyAkım-2’ projesinin jeopolitik içeriği ayrıntılı bir biçimde incelenmektedir.Söz konusu projenin meydana getirdiği stratejik, ekonomik ve jeopolitikçıktılar çalışmanın kurgusal temelini oluşturmaktadır.
