Abstract

British India in the 19thcentury was the largest market for equine exports from the Ottoman statethrough both an official and unofficial channels. The export of horses from Syria and in particular, from Iraqto India, gathered pace from 1850 onwards, with the beginning of modern shipping on the Tigris andEuphrates Rivers. The increased demand for Arabian horses from India, and the consequent expansion in thevolume of exports had however, consequences for equine Arabian bloodstock, leading to a serious decline inthe breed of Arabian horses, in terms of the quantitative and characteristic aspects of the breed. The Ottomanstate which both organized and obtained one of the sources of its income from the horse trading in thisregion, on the one hand attempted to keep the balance in trade-flow in its favor, while, on the other hand,undertaking the necessary precautions to ensure the continuity of the Arabian breed for future generations.Exports of the Arabian horse bred in the livestock raising areas of Syria and Iraq, under Ottoman controlform the subject of this article and some basic factors in horse exportation to India are addressed, for theperiod extending from the middle of the 19thcentury until the outbreak of the First World War. Within thisframework, some important subject areas are addressed including: the Bedouin tribes who bred the stock,the livestock for export and the major export centers, the primary reasons why Iraq s exports of Arabianhorses to India increased, and export prohibitions. The main sources employed in this research were therecords in the Ottoman state archive, county annuals and other documentation related to this matter.

Özet

Hindistan, XIX. yüzyıl boyunca Osmanlı Devletinin gerek resmi gerek gayrı resmi yollarla yapılanhayvan ihracatının en büyük pazarı olmuştur. Buraya yapılan canlı hayvan sevkiyatının temel konusunuise, başlıca yetiştiricilik bölgesi Osmanlı hakimiyetindeki Suriye ve Irak toprakları olan Arap atı teşkiletmiştir. Suriyeden ve özellikle Irak topraklarından Hindistana yapılan at sevkiyatı, Fırat ve DicleNehirlerinin nakliyatta etkin bir biçimde kullanılmaya başlanmasıyla birlikte 1850li yıllardan itibarenbüyük bir ivme kazanmıştır. Ancak, ihracatın hacminde yaşanan söz konusu genişleme, Arap nesliningerek nicel yönden gerekse nitelik açısından ciddi bir gerileme yaşaması sonucunu beraberindegetirmiştir. Osmanlı hükümeti, at ticaretinin temel geçim kaynaklarından birini oluşturduğu bu coğraf- yada, bir yandan ticaret akışındaki dengeyi korumaya, diğer yandan da neslin devamlılığını sağlayacaktedbirler almaya çalışmıştır. Söz konusu çalışmada, Osmanlı Devletinin XIX. yüzyılın ikinci yarısındanI. Dünya Savaşına kadar olan süreçte Hindistan yönündeki at ihracatının temel bazı değişkenlerininaydınlatılması amaçlanmıştır. Bu çerçevede ihracata kaynak teşkil eden bedevi aşiretleri, başlıca ihraçmerkezleri, Irak ihracatının Hindistan yönünde yoğunlaşmasının temel nedenleri ve ihraç yasakları gibiönemli konu başlıklarının değerlendirilmesine çalışılmıştır. Araştırmaya yön veren kaynakları ise, dönemeait Osmanlı arşiv kayıtları, ilgili vilayet salnameleri ve konuyla ilgili diğer literatür oluşturmuştur.
